It apparently is, just barely.
One thing you gotta remember is that Flamethrower straight up stops your Auto attacks and based on my test, it's a 50 potency attack every 2.5 seconds.
They're pretty much equal if I understand well, if you use Flamethrower you'll get a 10s increase but after that your DPS will be lower than an AoE rotation with no Flamethrower, because you didn't generated heat during that time.
Does Flamethrower do damage? I never looked at the numbers on it, I just assumed it was for style because I don't think I've ever seen anyone use it over the other, much better, aoes unless we're just messing around at the FC house.
It's treated as DoT damage and thus only shows as less-conspicuous dark red numbers.
But yeah, I was really hoping Flamethrower would get adjusted for Endwalker. It's in a weird spot as one of the only OGCDs in the game that's just straight up not worth using outside of AoE situations and also does not have a single target substitute that shares a cooldown.
Tbh I understand that they might not want to include it into the main rotation (altough I was hoping for a laser drill as ST Flamethrower on a 2-3 min CD ^^') but the least they could do is boost its potency for AoE purpose and... maybe.... stop treating it as a DoT so we can actually see what it does.
There was a breif moment of hope in the job action trailer where I thought they were literally gonna make it work like BIO blaster, press it to apply a DOT and continue AOE. I was sad that it remained as is. At the very least it should be giving you heat every tick, its a flamethrower...
Also probably a really missed opportunity to make flamethrower a decent AOE skill and Have Chainsaw be its single target counter part. Lock you in place for a few seconds but do big damage. Both are capstones "technically" and both are 60s cooldowns.
Flamethrower actually ticks once per second, not every 2.5, so you're getting 800 potency of attack over the 10 seconds its active compared to 600 from doing four uses of Scattergun. Though the question of how much heat you lose would still be valid since you'd miss out on 40 of it in that same time.
50 potency attack every 2.5 seconds, it's the auto attack not the flamethrower.
Also, somehow, it 11 ticks times during its full duration. So 880 potency over 10 seconds.
Scattergun is 600 potency but you also need to include the heat and the auto attack.
Honestly this job generate too much heat, I really wanted this job to have a new heat spender.
A reworked flamethrower would've been the best candidate.

So, flamethrower 880 potenct over 10 seconds
vs 600 from scattergun + 4 autoattacks at 50 each every 2.5 seconds + 30 heat
if 30 heat adds up to more then 80 potency, flamethrower loses.
previously the math only had 15 heat and spreadshot didn't make nearly equal damage, so that final 11th tick of flamethrower put it over the edge
So, best case would have been the gun sprays out it's heat in flamethrower (rather then using fuel to do it and making waste heat), durration based on total heat (thus it being better to use it at LOW heat, because free extra tick is where your damage bonus is), and to just do it as a napalm shot that burns targets as a real DOT, instead of locking us down.
Doubt we'd get something that nice, but...
as it stands... if you are not keeping up on using your heat, go ahead, use flamethrower, it's slightly better, but if you ARE properly using your heat, don't bother.
Though I want to say... if you are doing AOE rotations....
Scattergun vs Autocrossbow
If you stop to use 50 heat to use autocrossbow 5 times, that's 40 heat you just didn't get from scattergun being used 4 times. You just traded 90 heat for only ((5 * 140) - (4 * 150)) ... (700 - 600) ... your trading 90 heat to do 100 damage per foe in the aoe spread. ... that's not good is it?
Flamethrower is a MCH exclusive emote. The most effective use I've ever use it for is stacking Bioblaster with it.
