I'm just gonna go ahead and assume they mean either the ability to transfer worlds while in the character menu, helps a lot when your world is currently overloaded or simply dead, or the nerf to the relic grind.
Because all other changes were expected.

I wish they did more with the drop rates on the notes. Note 12 was certainly easier to get than 14 and Castrum 17 and 43/44/45 are pretty bad for most people. RNG is RNG and some are lucky but most are just dying trying to get those.

Yes but often two hours to spawn a skirmish for note 14 at a miserable shot at the note is a bit much. That's not to say I haven't gotten it on my main and some alts. Honestly prefer note 14 to note 44/45. The Metal Fox skirmish/ce chain is about the worst one when it comes to spawning from my experience at least. MDK spawns relatively frequently and it's a 5 star note without the hassle. My main needs 45 to complete and a Balmung alt needs 44/45 and I've run Dal numerous times on my characters and have only seen the one note in dal and I'm probably getting close to 50 runs. .

Yeah, its another instance of them actually considering feedback. Though to be fair, this was something that would have been more welcome to have been implemented when they released the last step of of the ShB relic.
In any case, I'll be sure to add this to the list of contradictions when someone else inevitably starts hyperbolically declaring that they never listen to QoL requests here on the forums.
I already had completed 5 relics, and thought I was done, but with this change now I think I'll do them all! It's so much easier now!
I already have them all on the first glowy step, so a big part of the grind is already done for me!
5 DR per phase works good.
While still garbage RNG, the fragments that give pure essences/good lost skills are now 1 cluster each so I can focus more on dps stuff
Also making Castrum even more profitable/worth is really nice.
Saving all 6 prisoners gets you even more fragments now
This patch set out and did what a majority of people were asking for who are just trying to get all their relics done before Endwalker comes. There will likely be a later patch that will really nerf the heck out of it in the future.
You're assuming they did the change because of complaints.
While yes, it does go with what asked, they might have just been planning to do so from the start. They always make older steps easier a few patches later, they did with all previous steps too, so probably it was always in the cards.
I'm quite pleased with the nerf. I can definitely do 5 runs of DR at a time and not have to worry about my sanity finishing the rest of the relics. (Sorry Stormblood, you're still the only expansion I may not get all of them for).
On the drops in CLL, someone on reddit said it was 4-6 fragments per cheat and 600k mettle for beating CLL. Not bad. Maybe people will use things in there and DR now? Please?
I also find it funny that the notes for Dynbuu were never on those two skirmishes in the first place. I had a feeling when I was working towards the bike that those two didn't have it, because I never could get anyone to actually prove it (same with Elezen fire dude on the other two he is listed under). I have the bike but I hope this helps others get it.
Weirdly enough, I see people use essences and actions (as well as go in with levelled honors) in CLL and Dalriada all the time. But in DR instead, people usually go with honors not even unlocked, and only like half use essences. I don't know why.
A friend theorized that it's cause those people for DR do the PF speedruns, while for the other two you can't do that. I honestly just want DR to be an halfway between "speedrun, x runs in a row, gotta use pure essences and all actions" and "nobody is using anything at all, some people are afk, some others die all the time, people dont'even know their class 1h runs". I don't wanna farm clusters for essences, but I put effort in farming honors since those are forever, and I don't wanna have to either farm clusters/spend money (and maybe be paired with people who don't even have honors) or be in 0 effort land. I kinda just wanna queue when I feel like it and still don't feel like I'm wasting my time in a forever instance.
Rant over sorry, anyway glad about the changes.
I mean, I have 44 leftover raw emotions and only 12 artifacts, and that's because I got fed up with having the quest completed for my AST with all the Dal farming for notes, so most of those emotions are not from DR runs, anyway. DR will be better for overall farming, sure, but certainly won't kill Dal what with the Field Notes behind it and the mount.
That was certainly a needed change, though. It seems to be generally agreed that the timeworn step is (or was?) the worst.

They didn't do the ONE thing I was expecting - let you upgrade the i520 tomestone weapons to i530 from just running the 24-man?

I'd rather they give us an alternate way of augmenting the current tomestone weapons and completely abandon the current 24 man series. They were a poorly designed, poorly implemented experiment that failed in every front. Were it not for the amount of time and resources it would take, I'd even go as far as suggesting to completely remove it and design a new 24 man raid series from scratch.
But alas, guess it will remain as a lesson on why not to pander to a small demographic.
Despite what anyone thinks of the current raids, this is how they have handled the tomestone gear upgrades in the past. This is nothing new. It worked in the past, and it works just fine now. There's no pandering involved. It's standard procedure. The content of the raids themselves have nothing to do with it.
Wow they didn't touch the drop rate on Sartauvoir's notes? I mean I finally got mine after literally 50+ attempts so I would have laughed and cried at the same time if they did this but nobody should have to contend with RNG like that moving forward.
Difficultywise they are a huge step backwards, even easier than ARR raids on patch; particularly the last raid in which every boss except the last one only have 2 mechanics that they keep spamming over and over with a very slight variation; the areas get progressively more boring and simple; the story is bad and out of place.
The only positive thing they have is the last boss music rearrangement from each raid, the ones that are straight out from Nier are terrible and ear ripping.
Mettle is worthless. Proof of Mettle is only useful for DRS and it arrived 3 months too late since the people that wanted to clear DRS have already done so without Proof of Mettle. Thus no reason why to run Dalriada since it offers no good reward and now it's a lot more time efficient to run DR for simultaneously 2 relic steps at once.
