This world is not accepting any new characters, and both of those words are unavailable even tho they give 100% EXP each. I don't get it. Hopefully someone can explain to me

Sometimes even preferred servers get temporarily stopped for character creation depending on server loads, just need to a wait a bit and it will open up again.

I've been waiting 24h to play on a server with 100% and they both are still unavailable makes me sad

Just keep an eye on the server status and eventually they'll open up. Try looking at off hours too, that usually helps.

Character creation gets locked when the active server population hits a threshold. As Enla said just keep an eye on it as soon as the population goes below the threshold character creation will open.

And how do I know when population goes below? As if the game is telling me that.

No sadly it wont tell you when it does. You just got to try to make a character every so often, early hours of the morning are the best time to check.

Check every 3 min dude.

You cannot make characters on a world with a lot of activity right now. Sometimes that world is a congested world where it's disabled anyway, but sometimes it is a Standard or Preferred world.

Sometimes a Preferred world attracts so many people because of the bonus that it ends up being a reason why you can't make one, but if you try again later it may work.

The page Enla linked in a post above is a status page with (likely real-time status) icons indicating whether the world is allowing new character creation. Green person icon with a + sign indicate that you can create new characters then.

It’s more likely to change into green icon during off-peak hours.

I hear the best time for a world that is always congested (like balmung) it's best to try right after maintenance, or try in the middle of the night.

That's what I did for a new character on Balmung, was right after maintenance.

But I'm serious too with my previous answer, if you *want*, despite it being annoying, after creating you character and trying to pick a world, just refresh every 3 min. You're bound to find and opportunity at some point. If you don't want to do that, and once again even though it's annoying, try at a time like 3am if you can. I know not everyone can stay up that late.

Or just keep checking the server status with that link posted above. It should tell you if a world is congested or not.

But people tend to flock towards the world's with exp bonus. Might take some time.

The game is popular and growing. That means the incentive to get those servers populated is working.
