No; Regalia is a filler event for people who missed it the first time around; ie for content drought.
The fan fest is a stage to announce new and exciting upcoming content.
I would not expect it to be an announcement other than what they have already announced as it being planned to appear at some point.
That said, I would not be surprised if they showed a roadmap or answered a question confirming it or giving a planned date..I just don’t expect it to get significant airtime. -

I doubt it will be during the keynote, but I would keep an eye on the Live Letter and Q&A sections on Sunday. There's a chunk of time between now and the expansion launch where they could fit the FF15 event re-run and I'm sure that someone will ask about it during the Q&A.

The just flashed a roadmap of the plan up to 6.0 release. Regalia crossover event to return in SEPTEMBER. If you didn't get it, now's your chance!
(BTW, when it was last available, it was for purchase at Gold Saucer upon event completion for 200,000 MGP; do your GATEs and weekly fashion report to have enough Mandermonies!) -

Horray.... and in December we can see the cycle repeat with all the people who joined for the expansion complaining for another two years that they weren't playing when the event ran and why aren't they already rerunning it again?
I'm not angry they're giving another chance for people to get it.... but hopefully after this time they just put it in the cash shop like most of the other limited time event items and be done with it. -
