I am a level 50 Bard. I have purchased Shadowbringer. (I even double checked to make sure I was loading that from Steam).
The icon of the Ul'dah citizen I have to talk to in order to become a Samurai is red.
And when I click on him he says something like "Stormblood installed. You do not meet the requirements.
What other requirements are there that I need to fulfill? And how do I determine what those are?
I have googled, and read, several different websites on how to become a Samuari and they all state that the only two requirements are to have a level 50 disciple of war and to have purchased Stormbringer (which I believe I got when I purchased Shadowbringer.
What am I missing?

It should be available.
The only think I can think of is you haven't cleared the MSQ past level... 10? or something like that? Which would be unusual but not impossible. -

Did you actually apply the expansion code to your account? Just owning it on steam does nothing...

Do you have the Main ARR story quest complete? I believe that is when the samurai quest giver became active for me.

That is a good question. It took me awhile to figure out how to apply the code. I don't even remember copying it. But somehow, at one point, when I go to log into the game now it brings up two options, the original one (can't remember the name of it now) and a second option to log in to Shadowbringers. I logged in under the Shadowbringers. But I'm not sure if there is any way to check while playing the game whether I indeed am playing with a version that has Shadowbringer.

ahhh okkk ARR means quests for A Realm Reborn I believe. As I said above I am on a level 42 MSQ quest right now. I believe that is high enough that I should be able to talk to the UL'dah citizen. If I am unable to find any other reason why his icon is red - and from the posts so far to my original one it doesn't look like I am, then I will continue to concentrate on the MSQ quests at least until I have reached level 50 before giving up altogether on becoming a Samurai.

Thank you everyone for responding to my post. I was finally able to figure out that I have to complete the lvl 50 MSQ which opens up the Praetorium before the Ul'dah citizen will talk to me. Although no one pointed that out, all the other responses helped me think more about it and I finally googled "what are the MSQ reuirements to become a Samurai" and that is where I found out about the lvl 50 MSQ. Thanks again for the help!

ARR MSQ completion isn't necessary. I've had the ability to unlock it on some of my other characters when they reached level 50 on other jobs even though they were still working on early parts of the MSQ.
Check both your Steam Games Library (not your purchase history) and Mogstation to make certain both are showing your game license updated to include Shadowbringers. It wouldn't surprise me at all if the Steam Library was only reflecting the base game. As Valkyrie said, Steam does not automatically update your license upon purchase. You still need to enter the code manually. -

No, completing the ARR MSQ is not a requirement. They intentionally stepped away from that after the backlash with AST and DRK. You have to be lvl 50 and the quest should be available.
If you have activated ShB and completed the lvl 20 MSQ quest "Sylph Management" - wich you must have done when you have unlocked Bard - then I can only think of one possible problem:
You are trying to do the quest on a class wich is not lvl 50 yet. -
