Huh? Neither male or female get purple skin. They both get dark blue skin options. And lighter blue skin options. Purple though? Nah.
Depending on your screen brightness settings and the in-game lighting situation, some of the blues can look purple.

Under various lighting (even the more neutral lighting), my character's skin can appear more purple than the gray I intended.
I threw together a character simply to complain about character customization for a certain race on the WoW forums once, and it turned out to be quite purple.

Why female Xaela can't use it, I can only guess the reasons, along with why in the end they decided to go with such levels of sexual dimorphism.

Likewise, female Xaela appear to have access to green skin tones that aren't available to the guys (unless I'm mistaken).
Either way it's a questionable design decision, though not nearly as bothersome as the size difference IMHO.
Because when threads in regards to updating character creator & character models/ making things less exclusive or more universal are ignored, you get continued oversights from SE like no eyebrows for highlanders & no beards, even though Cid has a full beard. I guess he's the only man in Eorzea who can grow a full beard & get away with his ugly hairstyle
