There is, but it's suboptimal so you're going to get a lot of pushback for doing it. Good for solo play or dungeoneering (losing a GCD here or there won't affect the outcome), definitely DON"T do it in any high level play (EX or higher).
You'll lose a GCD every 2-3 rotations, so while it's not game breaking, if people are parsing, they'll definitely notice.
You can use tab to auto generate the abilities so you don't have to worry about typing them if you don't want to copy and paste.

In that longer GCD it gives you a good opportunity to practice using your OGCD's like Rough Divide.
Teeeeeeechnically you could do it the PVP way, but you'd have to macro in unused hotbars and use multiple macros and such and it's a pain. It's also super inefficient in the end, as mentioned, because macros don't queue up like normal abilities meaning you might have to mash the same one a few times to go off. But it is doable, just a lot of setup and taking up like 3 or more macro slots for one 1-2-3 combo. I mostly only use it for BLU to reset my hotbars to include the macro commands I use, since I have to change my whole loadout sometime.
As stated above, I don't recommend you macroing it as opposed to just the standard 1-2-3; it's more effective to have control over your GCD actions to weave between them better.
Can confirm, GNB has at least one button too many to neatly fit on cross hotbars. And that's with separate single-target and AoE hotbars. It would be even worse if I had to somehow fit those on the same hotbar. As it is, Bloodfest is tucked away on a different hotbar since I can mostly keep track of its status, and I don't have LB on hotbars because I don't tank the content that requires a tank LB.
Just be aware that anything that modifies the game is against the TOS. You probably won't get banned for small things like that, but if you do it's no one's fault but your own.
Never use any macros with the "wait" command in them for combat. The closest you'll get is using macros to replace skills in the hotbar position instead of actually using them.
I.E. Use GCD 1 & it'll replace itself with GCD 2, Use GCD 2 & it'll replace itself with GCD 3, Use GCD 3 & it'll replace itself with GCD. It suffers from macro issues though so I personally dislike doing this. The other problem is that you can't use a macro to replace itself with another macro which is what you're using to swap the GCDs to begin with and that's why you can't truly do what they do in pvp.
It also causes problems for skills/abilities that allow you to skip certain steps in your GCDs.
I wouldn't even use that.
Being a macro it won't use the skill queue. You can swiftcast and raise someone ...swifter by executing it manually.
Even single line macros without wait will have this issue, and it's by design.
