I mean, you can farm it like that if you want, but like any other TT card that drops from an encounter it's usually best to do it only when you need to and hope it drops. I usually get what I want eventually.
It's a 5 star. Those can have some horrible drop rates on the normals. So I wouldn't give up hope. It took me 37 tries for one of the trial cards an expansion back.
But it would be nice to see a confirm of the drop.
I stopped at around 45 runs last night with no drop. Kinda ridiculous. Yet another fight with too many cutscenes and add phases. Doesn't help that every PT seems to fail about 4/5 the way through the fight on 1st attempt so each run takes 10+ mins.
Wait...parties fail the fight? I've only done the fight once, but there were zero wipes, and went in solo using DF as GNB. I honestly found it WAY easier compared to E11.
Also, just let it happen for when the card drops. You will eventually get it if you keep doing it weekly, and doing your Normal Raid roulette as there is a decent chance with that fight being new, and lots of people doing it, that you will get it in there.
I remember I ran o12 124 times (and o11 a few dozen times) before I ever saw the Omega card back in 4.5.
...Then I randomly got it again while helping a newbie through the raids unsynced a few weeks ago. RNG is a cruel thing. I wouldn't worry about the card right now while you are still running the content for weekly drops anyways and might just randomly get it along the way.
Mostly the OP is wondering if the card drops there at all, which has happened a few times in the past. He's hoping that someone saw it drop to them just to confirm that banging on the Normal is a path that is not useless.
I collect the cards also, and It's one of my priorities after a patch, so knowing if I should invest time in a specific fight is useful. This is a 5 Star card and their drop rates on the normal fights has always been lower then the average, so I'm not surprised to see some high run numbers. I figure its there, just that no one has had a moment to tell us yet, as most players are focused on other content. We Triad collectors are a small group :)
Thanks to the new card tracking system in the game, you can tell exactly where cards you don't have come from. The card list says the Eden's Promise: Eternity does drop the card. If it was Savage only, I'm fairly certain it would say that in the description. For example, the music for The Extreme IS savage only, and its orchestrion roll entry states that (sadly).
@Espritduo, How does the tracking system work? When I mouse over the cards I don't have in my list nothing happens, nor can I seem to find a click that causes anything to show either. What is the top secret lore I am missing?

Well, first you have to clear the content before it will tell you where the card comes from. Until you beat E12N (and possibly also the Eden story quests after too), it will just have ???'s to avoid spoilers. Once cleared though, if you go to your card list it should say down at the bottom of the screen under Acquisition where you get the card. I've noticed it only lists the main way to get the card if there are multiple ways, but for Eden's Promise it does list it as Eden's Promise: Eternity.

I checked an older card that only dropped from an extreme and it had the extreme tag on it. So yup it looks like the Eden card does drop in the normal , the OP is just seeing really bad RNG.
TT cards can be finicky. I farmed for the King Mog card in normal mode back in ARR. I honestly don't know how many times I ran the thing, but I know it was a crap ton. I had to be in the 50s after a certain point. Then they added it as a drop to an NPC in Gridania and I got it that way. And, naturally, it dropped in normal mode soon after when I was doing my daily things, because of course it did. Multiple times in fact.
Hey guys, resurrecting the thread to let you know I reported this as a bug. It's not just bad RNG, I assure you. Two of the most popular self-reporting triad list websites are showing a 0% obtain rate.
I did 80+ runs without any success.
If it is indeed a bug and I just have wasted all this time, then I don't even know what to say. It will be a complete loose of trust to their QA.
Yeah, I still haven't gotten the card after another several runs putting somewhere in the 80 run range. What a pain.
I'd highly encourage everyone to not farm this and wait. There's absolutely no way this is not bugged in one way or another. Either the drop rate was accidentally set too low, or the instructions on where to get the card are incorrect. For the record, it's already a known bug that the achievement description for another card is bugged.
Update: SE has accepted the bug report. It is currently under review.
25 runs no card still and none of my buds have gotten it either!?!? weird
something like affecting loot drops takes more than just a small push. plus it's not *that* important of a fix that it can't wait until the next time the servers go down. which is monday night anyways. They try to avoid making a lot of small pushes instead putting a large group of fixes in. Everytime you try to *fix* the game, something else can potentially go wrong so the less you have to push things through the better.
