Would we be ok with them not wearing hats, or would be on the same road we are with Hrothgar and Viera not wearing hats?

If lupin was going to have been playable they would've done it instead of hrothgar probably.
I wouldn't mind playing a Lupin without a hat. The whole point is their wolf head anyway, right. I don't usually like covering my character's head or face entirely anyway (sometimes I like something covering the eyes only, etc.). If we were able to play as them I don't think I would complain about no hats, but that's just my personal preference.
Preferably they could get hats to work, even a lot of them look funky. Would I still play one? Oh, definitely.
Lupin are way to low poly to ever be a playable race.
There's always going to be a vocal group that won't be happy about it.
If I remember correctly, they said they didn't make Lupin a playable race because they didn't feel they were able to offer enough customization options to make them look noticeably different from each other.
And obviously players would not be okay with a lack of headgear when they are already unhappy with a lack of headgear for Viera and Hrothgar despite being warned about it in advance.
As someone who is and has played Hroth since release of it, and only play one character, and have only played Highlander until Hroth came out, I have hardly noticed the no hat issue. Although I've never actually used the barber shop either so... Yeah.. When I switched races I used my free collectors edition fantasia and still have the other one from MSQ lol.
So personally, actually doesn't bother me in the slightest. Greatly prefer Hroth exist over not existing, even with the limitation.
Hooooowwweeevvvverrrrrrr.... I would encourage SE to try their hardest to reduce the issue in whatever ways they can realistically do so. It doesn't sell as smoothly verbally as it could if it has a number of stipulations and chains and just because I'm happy to compromise doesn't mean other people would be excited to do so on the same issue. (Still happy they decided to go through with it, I'll defend my feelings on that, but I wont wave off other people being annoyed that their mogshop hair doesn't work or requires them to also purchase a fantasia just to use it). Like for example if they can't get Hrothgar's hair issue down and out of the way so they can change their hair at the barber then I think they should just unlock all the fantasia features at the barber so long as it doesn't change your race (such that you don't need a fantasia to change your hair anymore but if you wanted to change races or something you'd still need one).
As how to add Lupin I feel one might be able to just add more customization options or in particular to justify the visual difference another clan. Which can help in not having to add as much lore and assets (while still offering a visual difference worth considering, like how Hroth already have panther and lion options, which are pretty unique and different).
Generally the best information for both us and FFXIV devs regarding races comes from the census- though we likely have imprecise information compared to what they have.
But seeing as Hrothgar, despite being the sole beast race and thus having an entire niche of players to itself- is the least played race/gender combo in the game, even less so than female roe. It takes so much work to make a race as is, and they don't want to put all that effort into something that won't be used. After the unpopularity of the one beast race I doubt they'd even be considering doing another one, because while some people say they want it, the playerbase's actions don't reflect that.
World of Warcraft has repeatedly 'elevated' certain in-game races into playable races over time. Usually alongside a spruce up to make them look more distinct and appealing but still in line with their original depiction. If the development team really wished to, they could do something similar with FFXIV. Not that I particularly care for Lupin myself, though - but such a stance could pave the way for additional playable options that I do care about in the future.
It would be another shoehorned limited race in need of the cash shop to make even small changes to the character. Didn't want Hrothgar (we seriously needed another cat race?), don't want Lupin.
I'd switch over immediately. I can't see it happening so for now I'm content with my Hrothgar!

besides, i woulda liked them better than hrothgar, dogs are better than cats anyways
and even with hrothgar being based of big cats, two cat races are overkill if you ask me
According to the last census done in April, there were more active Hrothgar players than there were female Elezen players, more than male Roe, and more than female Roe players if you take the genders for each race individually. But again, that was last April, and we haven't had a proper census from SE in a while. Lucky Bancho has one he added this month, but I haven't gotten a proper look at the numbers since nobody has actually seemingly posted the translated numbers for the racial gender split yet.
Absolutely. Lupin technically should have been added over the Hrothgar. It was because Lupin was well received by the community that the dev team decided to add their own race alongside Viera, which was Hrothgar. I still prefer a Wolf/Fox race rather than another cat race.

If you gave Hroth the other gender and fixed their hair troubles I'm confident they would easily beat Roe and be very near or /also/ beat Elezen.
Yet again though (not arguing with you Ryu, just through you lol- adding points to you), the purpose of Hroth is not to be the most popular race, it's to offer the niche that wasn't really filled previously. Beast race is not simply a single attribute. Oh we've got big bois with Roe, does not make one a beast race. Slapping cosplay ears or a tail does not make one a beast race either. Not said to insult those who enjoy those races, but in that a beast race isn't simply 'funny ears on a human'. Hroth is FFXIV first and only real, playable, beast race. Beast races are regularly not one of the most popular choices but they're a wonderful choice to have in a game, and one that wasn't available until now.
Hroth's value shouldn't be gauged by popularity. Honestly most races shouldn't, if they're filling in the cracks for an identity/vibe people have been wanting to play I think is far more valuable. (of course skinny super model appearance will regularly be more popular but in such an argument then why do we have roe, and why did we bother adding roe female- like why does WoW keep adding non-super model races, why does any MMO, if all that matters is popularity). I don't think it's fair or does the conversation any justice. Even when you personally don't play a race their existence can be of value to you as it adds visual diversity, you might not want to play a beast (or insert other race here) but it might be cool to play next to one.
Also why good and varied silhouette design is nice, as each race can add a sort of backdrop set piece painting to your game world, rather than everyone be the same shape or position style- even if you're not paying close attention to their gear or faces.
I think lupin would be a great addition, as long as they fixed the model a bit. Current lupins look a bit rubbery.
