Yeah I know the song is called civilization and was produced by Masayoshi Soken, and I know it can be bought in-game. However I want to know who the vocalist was in the song.

I know this doesn't answer your question in anyway, but I'm always thinking there is a bun bun high atop one of the greatwoods in that forest that is singing it. I already imagine that most Viera have these strong and powerful vocal cords, and those among them who choose and become proficient with singing would exemplify that a great deal.
Anywho, I hope you can find out, but it is nothing short of a difficult task. Voice actors are given credit, but I am not sure if the singers are. The closing credits can only hold my attention for so long, but they would be in there under 'performances' iirc.
I don't see it I suspect I need to do more fates there to see it in the trader listing sigh. I suspect it's probably not MB'able as well.

I wouldn't be surprised if it's jibberish from a library Soken pulled from when composing this piece. Whether he directly worked with the vocalist or it was from a library, there is someone to be credited for the voice bytes to be sure.
Also, if you want the orchestrion roll, I recommend getting involved with any number of the networks scouting for FATEs. Formi and Archae give 72 bicolor gems a clear with <20 minutes of work; they usually have Discords where you can get pinged if the FATE is happening on your DC, so you can just jump in and get your gems. Five clears will get you the 350 needed for the orchestrion. Failing that, make sure you are doing your FATE challenge every week if you still have sub 80 jobs! It's a good source of XP while you wait in DPS queue.
I think you need to level up your fate ratings to see the items they weren't listed and i have the stones from other areas.
I know a lot of the voices in the game are actually "vocaloids" and not real people (notably Pharos Sirius - I asked!), but the Rak'tika one sounds way too real.
That said, I wouldn't be surprised if it was some rando from within Square Enix that Souken grabbed. "Hey, I know you're a marketing analyst, but someone said you have a nice contralto? Sing this."
I read on reddit that it's just a vocaloid type app that Soken uses, like Pharos Sirius.
It's amazing how much better these vocaloid apps sound compared to real artists. I kinda want him to use vocaloid for the next expansion intro scene, it's that good.
Soken really deserves a lot of praise, it takes great listening skills to be able to calibrate, manage, and produce the voices he's been using in Shadowbringers.

The only thing I could find is a reference from Aug 2019 to a Producer Live Letter where apparently Soken-san said that he just threw it together using a vocaloid.

To revive this thread with some possibly pertinent information for anyone else like me that tried to find the answer to this question and only found this thread: It may be Amanda Achen Keenan, who accompanied Keiko's piano during Fanfest 2021. She wasn't the one to sing Civilizations at fanfest, but... I'm pretty sure we can all agree that rendition wasn't the original vocalist...... I love Soken but he doesn't have the falsetto.........
