Gyaru is/was a popular Japanese subculture of fashion and style in the 90's-00's. It has evolved and changed from its earlier stages which look like Blackface, but the key basics are dark/tanned skin, blonde hair and colorful, crazy nails and bright flashy clothing, usually quite skimpy to be a complete contrast to the traditional Japanese beauty.

The shades though, give off peak Galo Sengen vibes.
My first thought was that she felt a little out of place, honestly.
I loved Lilja. My only beef is that I wasn’t able to shake her hand!
This has made me notice something awkward about Viera though, the skin colour in her ears doesn’t match the rest of her skin at all. It looks weird, the inner part should be dark too, rather than a light pink colour.
Hmm yeah, that's odd - particularly since Miqo'te ears do change to match skin colour.
I wonder if it's something to do with how the ears are implemented? A while back someone had posted some images of a Miqo'te model with no hairstyle applied, and the inner ears are part of the body model, so they'd be responding to the same skin colour setting. But Viera ears are a separate piece with a choice of shapes so maybe it doesn't work the same... although it would be equivalent to Elezen/Lalafell ears and those are fine. Perhaps it's an oversight because they're not connected to the body in the same way (you're not seeing the pale skin directly next to dark) and nobody thought to look at it.
So...She's probably a Garlean spy, right? >w>

Quite seriously, I thought it was a bit odd that she introduces herself by name, but is just labelled "Ironworks Engineer". Maybe it's just because we haven't met her before and it made more sense as a "next objective" instruction to talk to the engineer rather than an unfamiliar name, but I can't remember if/how they've handle similar things previously. Can they swap out the NPC/name or not until the next time we see her?
Now that people bring it up, I feel a little silly for not finding her suspicious sooner.
She does kinda give off that "Spy in plain sight" vibe between the eccentric get-up, being a foreigner, and being a WoL fangirl.
I didn't think of it either until people suggested it here. I did notice the odd gloves/boots at the time and chalked it up to "new person without full uniform yet" but now I'm wondering...
Of course, at a game level she may just not have gloves because you can't equip them and false nails together.
We do know that the Empire 100% has spies watching over Ganagos.
But not Lilja. Lilja is a saint. My intuition tells me this, and it is never wrong. Except about that one clown that gave me the stink-eye, but I don't count that time.
I like Lilja, she seems like an honest to a fault type but wants to help when she can. I wish we do get to shake her hand someday.
As for her being a garlean spy I doubt it, information doesn't line up too well and she would be useless for the IVth legion unless Cid/Jesse depatch her to the camp, my money is on the guy in the corner of the zone looking out to sea and saying nothing but ocean as far as I can see, when there are two very clear islands you can see.
I like her. A shame she's a spy.

I.. don't get why anyone thinks she is a spy? She just gave off wacky absent-minded new girl vibes to me. The fact that she's a WoL fangirl doesn't make her suspicious either; given the nature of the WoL in Eorzea and beyond, they'd be a household name by now and would most definitely have fans (and haters) all over the place. In fact, us not seeing very many of them is even more suspicious. It's like someone is purposefully trying to hide our accomplishments from the people.
The nails and lips selection is bad, i never liked those nails on anyone.
