SE doesn't feel it would be ethical. (I'm ok with their decision on that, personally...)
Like they said, its mostly for ethical reason. Its different with NPCs since they can at least control what happens to them.

An Elvaan teen with a slim body using midlander heights would be awesome. Lalas already exist to help fill that niche for those that desire playing as children. Evil children but children nonetheless.
Lalas aren't children, they're stubby teletubbies. So not really a problem with the sexualization.

Yeah, it's not happening - thankfully. The FFXIV community is unfortunately infested with some pretty creepy individuals and aside from the moral and ethical issues that would arise from adding children as playable characters it'd be terrible PR for Square Enix given what some players would be doing with and to them.
As mentioned earlier on in the thread, someone was banned on Twitter for inappropriate mods involving Ryne. Yet that's only scratching the surface - there's a lot of weird and questionable things tied to the FFXIV tags on Twitter on the part of players with blogs there.
This is Final Fantasy where age has never been a factor in how well someone can fight. Relm from FFVI being the perfect example given that she's 10 when she joins your party. Gau from the same game is only 13 and that game's resident Blue Mage. Pretty much every Final Fantasy, especially the modern ones, don't see age as a factor for fighting prowess. FF8 in particular has entire paramilitary organizations and wars being run by 17 year olds and lower, who have heaps of combat experience due to being raised in that environment.
You can pretend she's older all you like but she's portrayed as a pre-teen in the story and in form. Likewise SE certainly doesn't ban people for posting explicit modded screenshots of other characters due to issues with child exploitation either. If they did a whole slew of other accounts would be shut down given the prevalence of modded graphic imagery for characters like Lyse, Yshtola, and more.
The problem with Ryne isn't that a 12 year old can fight like she does, loads of younger people have been contributing to fighting in all of the FF stories. The problem is with her model, it simply doesn't look like a preteen should. It looks like they took Minfilias model shrunk it down slightly and reduced the breast size and slightly changed the face. The same problem appears with Thancred, but in the opposite direction. Thancred doesn't look as old as he should be, I'm younger then him in real life by a good margin but he looks like he needs to be asked for an ID every time he buys alcohol.
Edit: I think it might have to do with the graphics or something, because the images I linked don't even look like they are taken in the same decade.

Huh? She looks and acts like a teenager. As a poster said above, I'd guess around 16.
In-game Thancred looks like he is in his early twenties, which would make sense for 1.0 and ARR, but in ShB Thancred is at least ten years older than he was in 1.0 (ARR takes place five years after the end of 1.0, and Thancred spends five years on Norvrandt). Guess they didn't want to make a new ingame face for him, which is odd considering the other ShB characters (Urianger, Y'shotla, Ryne) are consistent in their appearance in both the game and in the cinematic.
All i want would be the ability to play an Elezen the size of Alphie / Alise. I don't like being a giraffe
I don't see a problem when lala's and female au ra's is or can be child sized. My female au ra has lowest height setting and it's same height as children npc's. Most male npc's my characters head is only to there waist.
The problem is that people are asking explicit for (younger) child versions of races. Not a child sized race, not shorter height options, but actually asking to be teens and children. No amount of "But my character that is explicitly an adult as as tall as the tall races children" will fix that.

Ryne is definitely using a modified "adult female Midlander" body model (she has the same emotes) but it's nothing new. Kan-E-Senna does as well, and I think also Alma from the Ivalice raids.
Even the standard "child body" model seems to be a scaled-down adult body rather than something that's realistically child-proportioned, presumably to save them some gear modelling work.
Thancred is 32 but apparently there's some lore somewhere about Sharlayans using enchantments to look younger than they really are - I'm not sure about the source of that, but it's consistent with him suddenly looking noticeably older at the point where he loses the ability to use magic. Because he's not in his real body currently on the First, apparently he reverted to his preferred appearance (however exactly that worked).
I don't think Thancred is really less consistent than the others between how he looks in the cinematic and the game. All of the faces are a bit 'off' and Minfilia looks older than she does in the game.

But, i would certainly like another race with heights between Au Ra and Lalafells; a second cute race with actual knees, that doesn't look weird when wearing most helmets
