Unfortunately, yes.
PS4 version is just that, PS4. PC has Steam and PC, and neither are compatible with the other either. The good thing about the SE store version is that you have access to their sales for things like the expansions. To which you'll have to buy again. Cause those are separate per platform.
But with Steam, you can choose to pay without an active subscription. The downside being you have to wait for Steam's sales for stuff and taxes when paying for extras.
Edit: Here's what it looks like owning both. Note that I don't have ShB for PC. I haven't used my PC version in awhile, but I think it outright doesn't let me teleport to expansion areas.

Can you even combine a ps4 account with the steam version?
Also, I personally would never use the steam version, because now you always have to start/update the steam launcher before you can start the game.
Yep. If you want to hop from one version to the other you need to buy both.
Edit: and yes, your account remains the same so you can switch back and forth whenever you want as long as you have all the extensions on both platforms.
Only things that you need to set up again when you switch are UI elements, hotbars (skills), gear, macros....

You can upload your settings in the login screen, then download them on the other platform (or a second PC or second PS4). I will update my hotbars on PS4 as I mostly play there, then upload. when I actually pull out my laptop for play I just download the settings. Search the link for server backup

If you own the game for both PC and PS4, you can log in on both platforms. You gotta buy the game twice, though.
Your character data will work out of the box, but hotbars and other locally saved data need to be transferred.
You can go from PS4 to PC. I did that so can confirm it's possible. You can even switch between playing on PS4 or PC on the same account. You do have to buy the game and all the expansions again though yes. However, once you pick either a non-steam or steam version you're stuck there. You can't go from Steam to Non-Steam version which really annoys me. I would personally NOT recommend the Steam version as well.

If you get the base game through Steam, you need to buy every expansion through Steam and also have Steam running in order to launch it and while you play. Nothing but an added layer of annoyance... the only upside being that I can use any Steam gift cards I get on mog station things I guess.
