Lofts are a bug, so they shouldn't really be there anyway. That said, you can put stuff in lofts using the wall glitch.
You can place tabletop items directly on them, however they do not count as flooring, so anything tied to the floor would require the use of glitches to get them up to the loft level. Perhaps someday we'll get more advanced placement options so placing things is less of a chore.
I still wait for the day when all items are tagged "tabletop". Until then there are ways to work around this limitation (floating, storage glitch, etc.). You can at least put tabletop items on the lofts - which is nice.
I think its just way too much code for lofts to be considered as a floor and can is something that isnt a primary concern currently. Maybe someday we will get a proper working lofts but until then yeah, glitches is your thing.
They still have to overcome code issues.
I was surprised the new Macaroon Cushion is classified as Tabletop but acts like a chair. Perhaps it's not the most elegant of chairs for a loft but it's a start. Perhaps they'll be able to do it with more items normally classified as Furnishings in the future.
In the meantime, we still have the floating glitch to work with so we can give the appearance of furnishing being on the lofts. It's not that hard to do with a little practice and convenient that the Wooden Loft allows us to float multiple items at the same time as a group. Make use of the tools we do have while SE works on improving the system.
I'd be happy if they just tagged everything as table top. It was way too tedious to furnish the upstairs bedroom in my apartment >_< and I am terrified of touching anything for fear of things moving to the floor.

SE should be able to resolve the issue of being unable to place items on objects by creating a sub category of table top and applying it to objects and making it hidden so that the only categories the players see are the current ones.
That assumes they can make "sub-categories", which they might not be able to.
A simpler solution might be to simply allow all categories of furniture to be placed on tables - then they can stop categorising random things as "tabletop" just to put them on lofts.
Is there any reason to not do that, besides aesthetics? Could people actually break stuff by being able to stack furniture?
There is probably some kind of complicated legacy code being used for housing which prevents SE from being able to code items being placed on top of each other unless one of those items is tabletop. Housing was probably a bit rushed and this is just one of the things that wasn't catered for yet and the work around is table top categorisation.
What if they made a new category of furniture, something like Platforms (for things like lofts and stages)?
Then they could make it so that all other items, besides Platforms, can stack on them. This would avoid people making towers of tables that could glitch out of bounds.
No, it really isnt. You just need a collider on the top surface of the loft, and that collider has the exact same tag as the floors. And changing a tag is pretty much just changing a word coding wise. And making a collider is simply drawing an invisible box the size that you want. At least, it would be that simple if the game was programmed correctly from the get go. My guess is this is remnant spaghetti code they have to deal with.
They just need to make everything tabletop. It is possible for furniture to have multiple tags to them. Take the Aquariums, they are tables, tabletop, and interactive. So it is quite possible to do so. It's more of whether SE wants to put in the effort to do it. If they are worried about people going out of bounds, well that already happens.

thing is the system to rise and elevate things does not exist as normal tools in FFXIV, but you can elevate almost everthing from the ground and put it where you want it, if you do use the housing glitches for it, look it up, it is perfectly legal, and there is some nice guides ou there for it as well.
Lofts goes allows tabletop items to be placed in free form.

I desperately wish this worked for me.. I feel so limited in my decorating.
I've read and watched every guide I can find. Finally I was able to float a bed.. but then when re-entering the room, it was on the floor again. I can't do anything to get them to stay.
I feel like my only option is for SE to give us a way to elevate items.
Different items have different height requirements they need to reach before they'll "stick" in place. It could be you didn't get the bed high enough.
But I think most of us would agree that it would be nice if SE would simply give us the ability to place items any where within the housing boundary like many of the other MMOs with housing have enabled for their players.
