Amusement Park feels like a pretty safe bet I think. It's a popular location from Automata with good boss potential.
Beyond that, I'm not sure. The Tower could be one, but the tower may also be a touch bland. I like a lot of the stuff that happens in the tower but I think it needs a bit more to be a good raid climax environment. But I'm not too sure what else would be an option. Then again there's no reason they can't pretty up the tower some or do a different spin with it.
The Forest Kingdom could 'maybe' work as a raid but probably not the final one. -

The amusement park could be this raid. Remember, alliance raids are larger than they look. All it takes is either a couple of warp panels or a slip and slide ride and before you know it, you're in some underground temple, even though you started from skyship.
