They basically stated they will not be doing them, at least for sometime.
Sounds very much like it is a low priority thing and did not want to dedicate time to doing them i guess.
It stinks because I would love some icy Shiva Chakrams!
they didn't want to divert resources to create those weapons.
They were/are on an extremely tight schedule/budget for this expansion. This was actually brought up in their last Live Letter:

Q54:
Do you have any plans to add crafted primal weapons for gunbreaker and dancer?
A54:
Sorry, we don't have the free resources to account for this at the moment. The character team might slowly work on it between patches, but I can’t say "we’ll do it."
All they would have to do is make a Low Poly version of Leviathan and make him into a circle for the Dancer weapon :V
But I understand, would rather them put resources into fixing other things
Kind of disappointing, since DNC and GNB have like 8 unique models (i.e. not reused models that can be dyed instead) and they're not very exciting. I'm hoping for an interesting relic, but I have a feeling it'll just be Eureka crap again.
it's just better to go forward with new job weapons now, instead of making almost six years worth of instance weapons. Granted there was disappointment from farming extra pages and totems for previous savage and ultimates, but that's life I guess. I rather they make a better Eureka this expansion than how it was until Anemos.
It makes sense, they have to work on new weapons, new areas, new beast tribes, create new hairstyles/faces for Viera/Hrothgar, fix it so more head pieces fit on Viera/Hrothgar, etc. They're probably solidly booked for a few patches (if not for the full expansion), and that's not adding in the possibility of them creating male Viera and female Hrothgar in advance for the next expansion...
Can you get DNC/GNB weapons from PotD/HoH?
Aye, you can indeed.
The HoH versions aren't particularly special, but the Kinna Dancer and Gunbreaker weapons are quite nice, both having a dark fiery glow effect which looks particularly good on the Gunblade. You'll need floor 100 to get those, which is fairly easy with a group.
Sophia Chakrams....
Why am I not allowed this?
I want Ravana chakrams so bad...
Because the game is constantly adding new sets of weapons it eventually becomes unfeasible to release new jobs with weapons from every set ever released. When ARR released for example, there were I think 3 primals that rewarded weapons. So it wouldn't take many resources to make sure a new job's weapons was added to that content after the fact.
But now there are 20+ trials that reward weapons, not to mention Deep Dungeon, dungeon, tomestone, and crafted set weapons. The amount of work it takes to make sure all jobs have weapons from this back catalog of content is vastly higher than it was in ARR.
It might be a bummer, but eventually the task reaches critical mass and is no longer worth the effort for every job released.
they bothered to put a Diadem weapon for GNB and DNC for some reason (even if its a recolor) bit of a waste
but i guess when we get Zurvan crafted weapons DNC and GNB will miss out
Thankfully, they didn't stop all previous weapons. A gunblade was added for All Deep Dungeons, Shire, six different Stormblood dungeons, Sigmascape, Scaevan, and Omega. Which are all additions to previously designed sets.
More would certainly be nice, but I don't blame them for limiting it to this already fair sized list. It makes sense to only develop weapons for Gunbreakers in content that they'll actually be leveling through.

I just don't understand why they included the Diadem Coven weapons. Do a lot of people actually still do that content? If not, why did the resources go there instead of the primals that get run weekly due to Wandering Tails?
I doubt they will continue to add weapons back for old content. How many more jobs are going to be added in future that they'd have to go back and work on?
And how many hours would that be to get ideas, design, model then implement in game when there is a lot other stuff they are probably working on (like new relic weapons, Ultimate Weapons, full new Primal sets etc.)
"Everyone" is very broad, I'd say a very few select people were picky. I certainly wasn't of this group of complainers and the result has lead to most who complained to want the original sounds back. Quite a bit of a step back imo and a waste of resources on something that was fine to begin with.
I remember there was an older interview where Yoshi claimed they'd be receiving primal glamour weapons and another where DNC weapons were called "throwing weapons" because they didn't want to limit it to chakrams.
Am I remembering it wrong?
I remember that statement and the wording may have been the problem there. So far DNC weapons are either "chakrams", "tathlums", "glaives" or "war quoits", so they're not all "chrakram" but they ARE all circular weapons. TBH, that's what I figured they'd do: it'd be insanely hard to make the rest of throwing weapons (kunai, throwing stars, throwing daggers) fit DNC animations, but the wording implied we'd be getting more variety than chakram-look-alikes
Deep dungeons will probably always get weapons seeing as you can't take your own in.
We got PotD weapons this time around, even though the new jobs start at 60 and PotD is of limited usefulness to them. I expect going forward new jobs will continue to get PotD/HoH/'ShB deep dungeon' weapons.
As long as the 'handle' is in the same position, there' no reason they all have to be circular.
And anything spinning fast enough will appear as a circle or a ring when flying through the air, so animations would be fine.
Personally disappointed that we don't have boomerangs.
