Since 2.0 will be going to a zoning structure, dungeons can all be public(except the story/boss exclusive ones like ifrit and moogle.) But make them like Shposhae(sp?) the low level dungeon. But the solo player or party leader has the option to trigger instance. This provides players who want both what they want. So you enter a dungeon solo see some people fighting but cannot get forward to the boss so they invite you have full group toggle groups instance of the dungeon and take a go at the harder levels then the boss.

I'd be happy with as little instanced content as is possible. I've always found it exciting to also spectate and compete with other players, especially since this isn't a PvP based game. Kept things interesting for me. Though Yoshi did say that alot of XIV will be instanced, I'm hoping that plan gets derailed if/when he sees the popularity of the sposed large-scale open world content whenever it hits..
Giving players a toggle to turn on/off seems a bit confusing and potentially highly exploitable, especially because it would seem hard to design content intended for specific conditions (8 ppl max, time limit, level reqs) and at the same time still have it offer a challenge to what you'd potentially experience in open world. I think it's possible, but would be pretty difficult to balance. -
