I did every role-quest including the lvl 78 one before this particular MSQ quest, the NPC has the quest-completed icon, yet nothing happens when I try to turn it in.
I'm stuck.

They did say that one role quest line would be required to complete the msq, so that's probably what this is.

But by the time you get to that point, the next quest in the chain might not be at the Crystarium, but you stil need to complete it as it is part of that quest chain (even if it's level 80).Quote:

The way they formatted things is really bizarre, especially since the exp you would have received from that MSQ falls into the void as you are ultimately required to be level 80 to complete it (and honestly that exp would have been really nice to have because I was literally on the brink of hitting 80 at that point). They should have had it where you're able to complete the quest right then and there, but to start the following quest you need to be level 80/have completed a role quest.
