You need to do the level 80 role quest. It's...Weird.
Edit: Assuming that is the quest I think it is.
The info which is displayed when you talk to the NPC implies that any one of those role-quest should suffice, but this case seems like an obvious oversight:
- Do every role-quest available including the lvl 78 one, which means the next one will be the lvl 80 one
- Talk to the NPC to get the lvl 79 MSQ
- NPC has the quest-completed icon, but you don't have the proper item for him, as you did those quests previously without having the required flag for the quests to reward the item
From the in-game information when talking to the NPC: "Complete any of the role quest lines available at the Wandering Stairs...".
Either that information is wrong and only the lvl 80 one counts, or the information is correct and any quest counts, but you're required to do the quest while also being on the MSQ for the item to drop.
It means the entire questline. I know, I've finished the entire MSQ (and the entire physical DPS role quest). You need to finish the whole questline. If it's the "item" I'm thinking of, it isn't a drop - you get it after finishing the entire role quest including the level 80 one.
To clarify more - it does mean one role quest - and every part of that one role quest from 70 to 80 - you don't need to do all of the role quests to get it. (As in, all of the healer role quests, or all tank, or all physical/ranged dps - the entirety of one of those four questlines).
They did say that one role quest line would be required to complete the msq, so that's probably what this is.
It's a bit misleading. They want you to complete at least one of the role quest chains that starts at the Crystarium. But by the time you get to that point, the next quest in the chain might not be at the Crystarium, but you stil need to complete it as it is part of that quest chain (even if it's level 80).
Yes, exactly. Which is why I said it's silly that it isn't a level 80 MSQ quest - it should be, because you need to finish the level 80 role quest to finish that MSQ quest.

Which means:
- I'm locked out of the MSQ until lvl 80
- I have to grind to lvl 80 to be able to continue the lvl 79 MSQ
How does something so obviously wrong not raise eyebrows during QA?
The best part is the response to my in-game ticket: the usual copy&paste answer which doesn't even fit my case.
The way they formatted things is really bizarre, especially since the exp you would have received from that MSQ falls into the void as you are ultimately required to be level 80 to complete it (and honestly that exp would have been really nice to have because I was literally on the brink of hitting 80 at that point). They should have had it where you're able to complete the quest right then and there, but to start the following quest you need to be level 80/have completed a role quest.
Yeah it's dumb. I hit this last night and realized I needed to grind 20m exp to continue the main story.
Like.. I was expecting to get level walled at some point coming up, but it never occurred to me I'd be able to accept a quest I couldn't complete without gaining another level.
That being said, it's the last level 79 quest. So you're going to miss out on 800k exp, but not any more than that.
