Looks like at the moment both primal and aether have no worlds available for character creation, but that changes hourly I believe. Only the worlds marked as congested are perma closed until further notice; standard and preferred world status varies throughout the day, so I’m sure all standards on primal and aether will be available a little later on today.
To be honest I don't expect to be able to play on the 28th. My server will most likely have a 4k+ people queue, and I doubt they made any changes to that since they didn't talk about it. Even worse it will probably last for a week minimum.
Guess I'll play some other games while I wait.
Just noticed too. I'm pretty new to FFXIV and my wife just agreed to play with me. Got her all set up and all the servers are closed besides like 3-4 on crystal, feelsbad.
I have the feeling this is less about "being prepared" and more about SE trying to force new players to populate Crystal. Every time I went to the world status pages, Aether and Primal were all evenly distributed between congested (Gilga/Cactuar/Leviathan), standards with the occasional lock on characters because of people online (Faerie, Sargatanas, Siren, Hyperion, Behemoth) and the others fluctuated between being standards with or without locks. For the last couple of months pretty much all Aether and Primal servers were having lockouts on character creation during peak hours.
Then you look at Crystal and it seems like people there only ever cared about Balmung and Mateus, while Primal and Aether had a better server population balance on them.
Even now as I'm writing this the only congested server on Crystal is Balmung, with plenty of prefferred and standards.
I guess people just didn't like Crystal for some reason, and now SE is basically forcing everybody to either move out of Aether/Primal if they want to play with new player friends, or be stuck on your home server as is.
That's why I said new players. Aether and Primal are on a 24 hours lock for character creation, with 3 servers each allowing transfers. Either way new players will be forced to go to Crystal, and then attempt a transfer afterwards if the game allows it. And I'm assuming that's exactly what happened to a lot of people on Crystal, because a couple of days after they tagged Primal and Aether worlds as congested outside Gilgamesh/Leviathan, some of the Crystal servers that used to have character creation locks during peak hours are no longer having that issue. I guess there's an influx of people transferring out of Crystal at the moment. Which might lead to a perma-lock of Aether/Primal after the Early Access maintenance.
Recruit a friend should bypass these restrictions. Friends ought to be able to play together.
I'm glad I got my alt to Gilgamesh (or rather on Aether) during the free transfer period, before the Shadowbringers rush.
If they are not shown as congested the servers will/can accept new characters. Best time to try this is on a server early morning like 6AM EST. Character creation is also blocked when too many people are logged in and will free up when they go to sleep and leave the server.
I don't know if this SE's doing. Maybe people on congested worlds are world visiting standard worlds, causing them to be temporarily locked.
They want new players to go to Crystal thats why. Even though many people moved off crystal when the server move was happening.
Good luck... I've had servers refuse to let me create an alt but they'll free up just be persistent.
Xpac appears to be having a big rush of new people. I think there is also a possibility they'll add new servers given what appears to be a red flag for new people and that certainly will affect their bottom line. They've just recently added two new servers in the EU I believe and it's very possible we may see more additions to other data centers as well.

Jeez! If its this congested then that kind of proves that NA needs more servers! At this pace maybe even a whole new data center of worlds....
Half of Crystal too is already locked to creation... What do they think will happen @ launch!!??
But remember all those people quitting because they didn't get what they wanted and threatened to unsub? Humm guess that didn't work out as intended with their little protests now did it. :P
And seriously I do think there are other servers sitting there and ready to go. I wouldn't be surprised to see an announcement soon at this rate. Hey Crystal has some servers locked besides Balmung and that's a real new flash.
Right after maintenance is also a good time given servers have yet to have people load in although the servers will be packed for early access. If there is any emergency maintenance or other unscheduled one before then I'd jump on as soon as the maintenance is over.
That's something I was thinking as well. Usually around this time (within the last months) is when the game is supposed to be "dead" because it's the end of an expansion, but it's the complete opposite with many more people yet to come back or start playing. I guess all the advertising is working, but it kinda seems like there's not enough space for the people.
However I'd also like to point out that a good chunk of that "congestion" is also because of bots. There are moments in which I use the player search just for fun while lurking on other servers and a good 30 to 50 "players" are obviously bots because of their names. That's 30 to 50 spots that could haven been occupied by actual people on that area/zone/map alone, being taken by bots.

If you want to have people able to roll on your data center, move to a less populated data center! : )
It wouldn't surprise me if, say, we had the same population right now but it was 4.4 we wouldn't have as many worlds closed to new characters. SE probably is trying to funnel new players to Crystal to keep the servers stable for Shadowbringers launch.

If people were coming back, we would see an uptick, which is potentially worrying both for short term stability and for long-term sustainability, especially on the smallest datacenters.
When you go from preferred to congested, but you still have the same number of people having reached Shinryu and then 4.1 content as you did more than half a year ago, its worrying. You're trading off long term investment for a lot of free trial players, with incredibly low retention rates.
I know this may sound kind of iffy.
But i am happy that this is sort of an issue.
It means the game is really doing well and there are tons of people playing.
It's obvious why this is happening. When the DC shuffles were announced everyone started making plans to get away from Crystal given it was being made to host Balmung (and to a lesser extent, Mateus) away from Gilgamesh. The Crystal doomsday spergs have been going on about it over the likes of reddit and any new player researching a server is going to try to go with them. They are marking servers as congested to force people to crystal and avoid the issues of SB's launch as much as possible, the standard servers are getting dogpiled on the hour still as a result and I wouldn't be surprised if they get locked either.
Don't count on them adding any new servers till crystal gets full.
