You could queue through the Duty Finder but that will take time and Mentors will probably get annoyed with it.... So saying that, the Party Finder is your next option. It lets you recruit players based on what you want you want to do and you can set any expectations beforehand, try giving that a go!
Oh perhaps I misunderstood. I don't think there is much to get from doing Leviathan Hard mode with min ilvl, as Extreme (even synced) offers better rewards. Players are definitely queuing for Extreme through the Duty Finder as it comes up often in the Mentor Roulette, that would be the closest you'd get to min ilvl if Party Finder is not offering much luck.
First a lot of people will not want to do it at minimum ilv and you're probably going to have a very slow if not also a hard time progressing through this game trying to find people to run things like that. Second even when that fight came out the majority probably again wasn't at the min ilv that you can do it at. Third you're best bet is to use the party finder or care less about getting synced down people in a duty finder.
Youve asked this same question in a half dozen threads now. The answer is party finder. The answer is always party finder. It doesnt matter which fight youre asking about. If you want to run any content with the minimum item level setting you always need to use party finder. If you cant fill a party finder group, then you need to either find or create a linkshell on your server(or cross-server LS on your data center) dedicated to minimum item level runs so you can have like-minded people.
And i think it was Hyomin who said this to you last time you brought this up, but ill reiterate. The fights get better tuned for the item level you do them at as you go forward(if you use the normal duty finder). Leviathan is better tuned then mog, ramuh is better then leviathan, the crysalis fight is even harder still. From that point(crysalis) on pretty much any "normal mode" trial has a chance to wipe the party when people arent paying attention and playing well.
The problem with castrum and praetorium being able to have their mobs get killed so quickly is that the instances do not have item level sync, only level sync. They were tuned for around ilvl 45 or 50 (don't remember which) but most people have avg ilvl way above that, with lvl sync bringing down the gear to around ilvl130 for most characters. As a result they are still way overpowered compared to the enemies in those dungeons. However, item level syncing the instances would just make current problems worse, as they are already long enough thanks to forced cutscenes.
EDIT: Castrum and Prae have minimum ilvls of 42.
Most things are finer tuned in Heavensward (and probably will be in Stormblood once Shadowbringers launches) but to a degree nothing in "casual" content is extremely hard.
But ARR has a lot of tuning problems and they can't really go back and re do things without messing things up.
All trials only level sync, not ilvl sync, through duty finder. The ones introduced in patches 2.1-2.55 have increased MINIMUM item level requirements, but they still allow players to be ilvl130 (or is it 135?). This generally means the trials introduced later take longer to kill then the ones introduced earlier because they have a higher damage threshold. The Chrysalis and The Steps of Faith both have minimum ilvl requirements of 90, while Ifrit Hard has a minimum of 49. In most cases, Chrysalis and Steps will take longer to beat than Ifrit Hard. By using a preformed party, whether it be through Party Finder or friends, you can then check an option to do the fight with it syncing your gear to whatever minimum it required.
For someone who wants to experience the fights at the difficulty they were released, you are going to have to find friends or PF people who want to do it.
The same as Castrum and Praetorium? No. Those were designed to be done by players who had just reached 50 and hadn't even begun gearing up for level 50 content yet (since none of the other level 50 content is even unlocked until they've been completed). So it's balanced for players with item levels still in the 40's. That's what prevents level sync from working properly on those. Their designed item level is simply too far away from the item level that they sync to. It's that distance between designed and synced levels that trivializes them.
Leviathan, on the other hand, was designed for players who had already spent a couple patch cycles gearing up on level 50 content and are well on their way into a third. While level sync brings players to the same level as it does in Castrum & Praetorium, the fight itself is nowhere near the same level. You'll see a real fight there, not perhaps an overly difficult one, but at least enough to provide some excitement, a few cool mechanics, and a sense that it could fit into its story lead-up.
But, why though? These are normal mode trials—despite their “Hard Mode” tag, they are the easy versions of the fights. Not a lot of people are interested in harsh syncs for content like this, especially since these trials tend to appear in Trial Roulette. There’s no reason to “nerf” the item levels. Just PF and try to find players for minimum item level—though it would be easier to find enthusiasts for the Extremes as opposed to the “Hard Modes”. The hard modes do not have anything special in them in terms of mechanics.
