I noticed this a while ago but back then I wasn't posting on the forums much. Now that I am, I'm really wondering...
Is it a bug ? I mean, I know he's not dead, but I don't think it's meant to look like that ?

I love that guy. He is my favorite. I don't know if he's drunk, exhausted, or nearly dead, but he's fantastic. I feel like he's the analogue to that anime character that blatantly drinks FAR too much at all hours and is basically constantly hungover at work.
