Have you considered sunglasses.
Consider your monitor settings themselves? The brightest, eye bleeding place in game that I can think of is Limsa in the day. I havn't had bloom on white stone like that since Nier.

I never noticed this and my eyes are really sensitive to light.
As are mine. Though I know people who are even worse than me. Have you tried fiddling with the contrast and saturation as well as lowering the brightness on your monitor down to below 20? For me sometimes it isn't just the brightness that's an issue but the contrast and saturation being too abnormally high on top of it.
I don't think I've ever heard anyone complain that Rabanastre is too bright until now. I would look into your settings, though it'll probably be external ones since you already messed with the in game settings.

I'm more bothered by bright flashes, which makes fighting Cruise Chaser or Omega really unpleasant.
As it is, SE removed the Hydaelyn Light Show from The Praetorium and that wasn't even that bright. I'm surprise you find that bright and not Hashmal's Ultimate attack.
Have you considered seeing a doctor about this? That doesnt sound healthy or normal, specially if you adjusted the brightness already...
Your going to need to turn down brightness on everything for Eden raid as i am not that sensitive to light and was like a gremlin with the brief look shown and if Rabanstre is causing you trouble after adjusting settings it might be time to see a doctor/optician about potential counterbalances.

Also, do you play with the light on? I find that playing FFXIV with the light off in my room is harsher on my eyes, so I prefer to keep the lights on.
I dislike the super ORANGE everywhere in AV and the place Siren is from. I never saw Rabanasty bad in terms of brightness.
If you use Nvidia, go to the panel and lower the digital vibrance.
I suffer from that too and my palette is almost grey.
Considering this is likely a common problem for you, you probably already have your PC set to Night Mode (if you have Windows 10). It helps me immensely when playing in my low-lit room. It just changes the color settings to "warm" so its not as blue and bright, but very useful.
