I have an FC and I just finished doing a redesign. In my first design, I didn't really use any blank partitions but now I did and it came out great. A few days later a member, with zero furnishing privileges, pointed out to me they can remove any design of the blank partitions.
How can this be intended design? Any FC members can remove or change any blank partition design in the FC house. Imagine you have a mogstation wall and some member just decides to remove that design. Poof your wall design is gone and so is your actual money.
Same for the paintings, members with no furnishing privileges can remove or change paintings in the FC house. I realize this is not as bad as walls but still, I can't imagine this to be intended design.
For private houses this is not a huge problem as you need to share your house before people can interact with it so the number of people that can touch (and destroy) anything is under your control. But for (large) FC's this is another story. Any FC member can touch and remove any blank partition design without having the right to do so.
What makes it even worse is that when you go to Character Configuration > Display Name Settings > NPC's > "Housing Furniture" you will see that it is set by default to "Display always". In other words, members who come into your FC house will not only be able to destroy blank partition walls but they will also find them really easy since those walls will have big arrows pointing to them (unless those members change the option to hide the arrows). And we all know human nature, when there's something interactive we like to interact with it.
It baffles me they couldn't just make the interaction with blank partition walls a simple housing menu thing (so you would have to actually open the housing menu to be able to add new paintings or change wall designs). Or they could have easily implemented an option in the FC Rank Hierarchy settings itself to make walls and paintings non-interactive for members who don't have the rights.
I hope they will fix this eventually.

I would imagine this is an issue with interactive objects. To block them from changing/removing wall coverings and paintings, you'd also end up blocking them from things like the summoning bell. Not knowing a thing about how SE has programmed housing, it's hard to say if they can add a new rank setting for interactive objects that display items.
If you don't trust certain members in the FC house, you always have the option to block them from Estate Hall Access in the rank settings. The other option is to bypass using expensive wall coverings on the blank partitions and expensive fish/trimmings in the aquariums. Paintings certainly aren't worth the worry since they only cost 1k gil.
I keep our FC house pretty simple because it is for the entire FC and I want it to look like something that belongs to a FC, not a private designer home. I have yet to have a member remove something through malicious intent, only by accident as they're exploring what things do. I don't sweat it, I just replace it. It's not something that happens often. If someone did want to change a painting, flowers, or fish/trimmings for some reason, I'm fine with it. It's their FC house, too, and those things are easy to replace later if needed. -

It's not that I don't trust my FC members, it's that some members are new to the game and I doubt they would see harm in using an interactive object. I did not know this. Wow, actually. Though I guess it follows the same mentality behind food items. No one really thinks of the Oasis breakfast being devoured but imagine getting an event item or $5 snowcone and, oh it's all gone.
I guess a leader could say "please do not do X" but that isn't a guaranteed fix. -

The way I see it: There is design and there is functionality (i.e. perks) in an FC house. All members should have access to the perks (stables, summoning and crystal bell, mender, material vendor, FC buffs, etc.) but they should not have access to the design part (wall designs on blank partitions, aquarium fishes, paintings, etc...), unless of course these rights are given to them. Design and functionality are partly overlapping atm and they shouldn't be. They should be 2 separate things.

I spent the past couple nights redesigning my FC's basement using a lot of blank partitions. It wasn't ideal having to craft dozens of wallpapers for each of them but I then found this out, that any member can just remove the wallpaper (which deletes it) and the user having no furnishing permissions makes no difference. I was then more shocked to find it's been this way since their implementation years ago. It's not even just the permissions but also that the hitbox on the interactivity is so massive and random that my FC members couldn't click on crafting benches near the partitions, essentially ruining my workshop build. This flat out seems broken to me and I agree with Pomme that it needs fixed/changed.

My FC mates know I would skin them if they did anything like that, but I also hadn't actually thought about that as an issue as I haven't used the blank partitions much until recently in my own house. I'll have to keep that in mind for future re-decorating. Definitely a feature Square should change.

One valuable bit of information I discovered while doing stuff with blank petitions in my house:
You can only select it from one side.
Turn it around 180 degrees and it can no longer be targeted from the side that is facing you. -
