Officially, yes. Inofficially it is hand-waved away as long as you don't use parsing data to harass or humiliate other players. Keyword "harassment". Yoshida watches ultimates on playerstreams; EVERYONE parses in ultimate and he doesn't care because they use parsers to make efficient use of compiled combat data.
That's absolutely a PC user.

Some PC players actually prefer to use a controller. I'm one of those crazies, and so is the guy in the video. :B

I think it's also the fact that they will not issue bans based on evidence from outside the game. If you sent them a screenshot of a parser abusing you over dps on discord for example, regardless of how much proof, they won't ban that player.
If you simply shouted, "I parse all the time, I'm using ACT right now" in Limsa and someone reported it, you'd might easily receive the hammer.
I don't use it, but Yoshi pretty much said if you use it, keep it to yourself. If you mention it in game through in game chat system like it was said earlier, then they have to apply the ToS which results in the mighty ban hammer of punishment if you are reported. I think he said this during the initial Shadow Bringer's Reveal Live Feed a while back at the QA session they did.
Also think there was a post here not too long where the poster was simply trying to help another person do a better a rotation and mention in party chat that he/she were using the parser in chat and got banned. The person they were trying to helped viewed it as harrassment.
So yea keep it to yourself if you use it and don't discuss it in the game using chat. Simple as that :)
Pretty sure is not possible to use on ps4 so .. most likely a pc user using controller.
