That's not White Mage attire. That's just one of Gridania's preexisting NPCs. It might even be the one you come across inside Toto-Rak.

Also, it should more than obvious that she's in the White Mage quests since the Conjurers' guild resides in the Black Shroud along with the Dragoon/Bard quests and their respective classes' guilds.
(Everything we've seen thus far places the job quests in the same city or region as their class guilds.) -
