DirectX Errors on Game Launch - DX9/11

Been struggling with a driver-related issue for some time, and no patches or updates seem to be addressing the issue. What's worse, the error message seems to be in Japanese.

I've attached the computer specs below--is there anything obvious that jumps out?

I've redone the graphics drivers a few times as well as a uninstall and reinstall of FF14.

Good morning and thank you for posting on the Final Fantasy XIV Technical Support Forums.

When did this first start happening? When does it occur, when you first log in or after you have been playing for a bit?

When you updated your graphics card drivers, did you do a clean install of them? Also, there is a more recent version available, you may want to try that as well.

When you reinstalled the game did you also delete the locally-saved data (located My Documents > My Games > Final Fantasy XIV)? this is not deleted by doing a standard reinstallation.

You can also try a clean boot. Simply open the task manager and select the 'Start up' tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game.

Are you running in borderless window mode? That fixed many of my issues.

My apologies for the delay. The issue started a few months ago after one of the major updates rolled out, and it occurs just moments after the Main Menu screen pops up after clicking 'Play' on the launcher. I'm playing through the FF launcher, NOT through Steam, to clarify.

I did a clean install of the graphics drivers, and when I uninstalled and reinstalled, I did clear the local save data. I have also tried the clean boot option and the error message still appears.

I've yet to fiddle with borderless windowed vs. fullscreen vs. borderless fullscreen yet, as I'm reluctant to go in and start fiddling with any settings or .ini files to manually tweak that.

Does it launch through Steam?

Our systems are fairly similar. Does dxdiag.exe show any issues?

Differences between our systems:
My windows looks to be newer? Not sure how the numbering works but mine is:
Operating System: Windows 10 Home 64-bit (10.0, Build 17134) (17134.rs4_release.180410-1804)

My drivers are older:

Just to clarify, does this crash happen on both DirectX 9 and DirectX 11? Have you tried changing the compatibility mode? If not, please try the following:

To change compatibility mode, right click on the exe file (Default location: C:\Program Files (x86)\SquareEnix\Final Fantasy XIV - A Realm Reborn\boot\ffxivboot.exe), right click it and select ‘Properties.’ Select the ‘Compatibility’ tab and select Windows 7.

DxDiag doesn't show any issues, and I have tried to run it in compatibility mode to no avail.
From what I've seen with similar issues on here and online in general, it's usually driver related, but I'm at a loss as to which driver it might be at this point.

Most, if not all drivers will update with Windows accordingly. You can try individually clicking on each driver from device manager and checking, however, Windows has been pretty smart as of late with updating the drivers. This is the only game that seems to have this issue. Are you noticing it from other games on steam or other services as well? (like blizzard, epic games, ubisoft, etc)?

They're smart enough to update with it 9 out of 10 times, yeah. FF14 seems to be the only game that has this issue, yes.
Most relevant devices seem to be updated. I've noticed that the error message seems to update occasionally, usually after patches--the date on the message changes.

Mandatory Windows updates were the only thing to have changed, I believe. I just double-checked running both the 64-bit and the 32-bit versions in compatibility mode, and neither seem to have solved the issue.
