It's at level 30, not level 15. Once you get one of the ARR combat classes up to level 30 and finish its level 30 class quest, there will be another quest offered by someone at the class's guild hall to unlock the corresponding job. (Depending on the class, sometimes it's the guildmaster, sometimes the receptionist. Just look for the quest icon with the plus sign indicating it's a significant unlock.)
You might still find some outdated information online indicating you need one class at 30 and another at 15. That used to be the case, but no longer is. Now the requirements are just:
- The base class to level 30
- Complete the level 30 class quest
- Have completed at least up through Slyph Management in the Main Scenario
p.s. The unlock quest will start at the class guildhall, but send you somewhere else. That somewhere else is where you pick up the subsequent job quests.
As a lancer, the quest you want to unlock your job is Eye of the Dragoon. You get it from Ywain (the lancer guildmaster) and he'll send you to the Observatorium in Coerthas Central Highlands to talk to Ser Alberic. You'll then go back to Ser Alberic for subsequent job quests.
When you fulfill the conditions Niwashi outlined, and whenever a new job quest becomes available, it'll appear under your Scenario Guide HUD element. Clicking the quest title will open the map to the guestgiver, so you can quickly find your job NPCs even when they move around a lot between quests.

So Niwashi and Rongway did a great job explaining how to turn your class(Lancer) into a job(Dragoon). If thats what you were asking, ignore me. But your post was a little unclear, so ill answer a separate question to cover all bases.
Were you trying to figure out how to unlock other classes on your character? Like if you started as a Lancer and wanted to try out being a Gladiator instead?
So, the most basic requirement to unlock other classes is to level your first class up to 10. You also need to do the first few class quests, also up to level 10. When you finish that quest the guildmaster will give you permission to explore other classes, which unlocks the Armory system that lets you switch. Level 10 plus the quest gets you all the ARR classes(LNC, ARC, CNJ, ROG, MRD, ACN, THM, PUG, GLD) plus all the crafter and gatherer classes(MIN, BTN, FSH, ARM, BSM, CUL, CRP, LTW, ALC, GSM, WVR). If you want the Heavensward jobs(DRK, AST, MCH) you need to do the previous requirement, plus follow the storyline until it sends you to Ishgard(where the job trainers are) - along with buying the expansion. For the Stormblood jobs(SAM, RDM) you need a combat class at level 50 along with the previous requirement(the level 10 quests) - and again, having bought the expansion. The initial trainers for these two are located in Ul'Dah.
Maybe OP was talking of the other classes when s/he hits lv15.
If that the case, after you do prerequisite lv15 MSQ you will see all the class trainers will open their unlocking quest to you.
Class = base class
Job = base class + your "Soul" (given by an unlocking quest).
Only a THM can become a black mage. You would have to switch from the archer class to thaumaturge, get up to 30 in thaumaturge and having done all of your class quests then pick up the black mage quest from the receptionist and having at least gotten to Slyph-management in the main story questline complete. While remembering to equip the soul of in this example black mage in your equipment screen and save the change.
It is no longer necessary to get level 15 in a secondary class, as the cross-class system was replaced with role actions for combat classes.
To unlock a job, you need to
be at least level 30 in the associated class (thaumaturge for black mage),
complete all class quests for that class,
and complete the main scenario quest "Sylph Management" (at level 20, right after joining a Grand Company.)
After that, the quest to unlock the job should be available from the same NPC that offered the class quests. The job quest will lead you to a new NPC, who will offer all future quests for that job.
Current (and near future) job unlock requirements:
Paladin -> Gladiator level 30 + MSQ to Slyph Management
Warrior -> Marauder level 30 + MSQ to Slyph Management
Dark Knight -> any disciple of war or magic to level 50 + Heavensward expansion + MSQ to Before the Dawn
White Mage -> Conjurer level 30 + MSQ to Slyph Management
Scholar -> Arcanist level 30 + MSQ to Slyph Management
Astrologian -> any disciple of war or magic to level 50 + Heavensward expansion + MSQ to Before the Dawn
Monk -> Pugilist level 30 + MSQ to Slyph Management
Dragoon -> Lancer level 30 + MSQ to Slyph Management
Ninja -> Rogue level 30 + MSQ to Slyph Management
Samurai -> any disciple of war or magic to level 50 + Stormblood expansion
Bard -> Archer level 30 + MSQ to Slyph Management
Machinist -> any disciple of war or magic to level 50 + Heavensward expansion + MSQ to Before the Dawn
Black Mage -> Thaumaturge level 30 + MSQ to Slyph Management
Summoner -> Arcanist level 30 + MSQ to Slyph Management
Red Mage -> any disciple of war or magic to level 50 + Stormblood expansion
Blue Mage (once it's released) -> any disciple of war or magic to level 50 + MSQ to The Ultimate Weapon
notes:
- All the ones listing a class that needs to be level 30 also require completing its level 30 class quest.
- Blue Mage will be released in Patch 4.5
- I don't think the Stormblood jobs, Samurai and Red Mage, have any MSQ requirement. Can anyone confirm? (If I'm wrong and they do, it would be The Ultimate Weapon quest. I do know they don't need the 2.1 - 2.55 patch quests that the HW jobs require, so despite coming from a later expansion, they unlock earlier than the HW jobs.)
- Slyph Management is a level 20 Main Scenario quest. The Ultimate Weapon is level 50 and the final quest of the original ARR story. Before the Dawn is also level 50, but it comes at the end of all the patch quests released between ARR and HW, roughly 100 quests after Ultimate Weapon.

So... don't then? You don't have to unlock everything. Or if you feel that you do, there's zero urgency to do so. Spread it out over the course of a year. Personally, I suggest getting a job to level cap (once you find one that appeals to you) rather than trying to do everything at once.
They are unlockable with no MSQ requirement*.
*as long as you didn't start in Limsa Lominsa. If you start in Limsa Lominsa, you will need to advance the story to the point where you are allowed to leave the island and travel to the mainland, since Ul'dah is on the mainland. This is the Envoy section around Lv15.
Well, ones you're advancing you'll end up leveling to 50, then 60 and 70, and once the next expansion comes out, to 80. Level 30 is a milestone along the way where you can turn the class into a job that changes its style somewhat (more so for some than for others). There are other points at which they'll change nearly as much again because you get an important new skill, but the level 30 milestone is the one where they get another name as well. And the story being told in the class/job quests shifts into a new story arc at that point.
It certainly takes time, but theres no need to rush it. And not everyone does it. I only have one combat class at the highest level(with 3 others at varying lower levels), and i have no problems doing anything i want to in game. If youre liking lancer/dragoon, you can stick with that all the way to the end of the story and never need to work on anything else. Alternatively, if you want to do everything else then the quest based pre-requisites become a non-factor because youll do them once with your main class and then theyll already be done when you work on the rest. Either way, welcome to the game and i hope you continue to have fun for a long time.
You don't have to level every class to 30 before you can take up jobs. You just need to level the one class that becomes the job.
If you want to become a Black Mage, you just need to level Thaumaturge to Lv30 and complete its job quests (and clear the MSQ to "Sylph Management", a level 20 quest).
This was always the case, except that previously you also had to level archer to Lv15. You were never able to become a black mage just by leveling archer, it was only a secondary requirement on top of the main class of thaumaturge. That secondary requirement has been removed, and now jobs progress directly from the end of the relevant class quest.
