At least according to XIVCensus, the Primal realm with the least active population is Brynhildr, followed by Famrit, Lamia, and Exodus. Goblin and Zalera have lower pops but are on Aether.
Maybe pop in to those servers on a temp character and look around to see how accurate that is?

I'm not surprised. I'm on Brynhilr. Even people here hate our server. Lol. Not me, though. Got a great FC with great people. I wouldn't want to leave.
According to that census (provided it's accurate) Diabolos is actually doing better than I thought it was, though I never thought it was doing poorly. It's a little higher than I was imagining. A modest number, I'd say.

Famfrit, Malboro, Brynhildr, but the difference between the top and the bottom is not that big, Primal servers tend to be more balanced, while Aether has both the lowest pop servers and the top pop servers in NA.
Brynhildr is very low pop, we could use some new blood :)
There are also plenty of Small houses open, with the occasional Medium as well.
The servers listed at character creation are in current active population order. The least active at the top, the most at the bottom. Notice that the Prefered worlds will always be the least populated ones.

If you actually want a house, come to Byrn, the people here are quite welcoming.
I actually got a med plot in Shirogane recently, something I thought was a myth at this point.
Exodus is pretty quiet, although (as evidenced) not as quiet as the others. There's still housing in all the wards, mostly smalls; mediums regularly pop in Mist and Goblet, sometimes in LB, and rarely (but occasionally) in Shiro. Larges I've seen pop up in Goblet and LB recently, one or two a week; you might be able to find one in the Mist, but I think Shiro's going to be a long hunt.
Limsa, Kugane, and Rhalgr's generally have ~20-50 players hanging around; Gridania & Uldah usually have ~25-30 players, and the rest of the hubs a small handful at best. There are enough folks to take down hunts but not so many that people are ever locked out of a zone (except for when Ixion first spawned.)
We're not currently preferred, but we do get the buff back on and off.
If you want as absolutely secluded as you can, you don't want Exodus. If you want enough people to enable you to get through content/see folks occasionally, without feeling claustrophobic, we're a pretty good server, I'd say.
I'd like to second silverlunarfox. I've been on Lamia since ARR and it's quiet, trolls are a rarity, our NN is exceptionally nice, and it's still fairly easy to get groups together if you want them. There are currently smalls open on all 3 original wards, and they pop up fairly regularly on Shiro. Mediums are a bit rarer and larges take the most effort (obviously) but it's not unheard of for them to open up occasionally.
