Not on PS4, but I've found the default HUD is pretty much fine for most content. A few tweaks here or there for personal preference are all you really need.
That said, I do wonder if I'll have to switch to KB&M for healing harder content. I could use gamepad the entire time for tanking, no problem. But I feel like my potential reaction time with a gamepad is dramatically lowered by the targeting system. This is less of an issue than it could be due to the long GCD, but it's not entirely offset, especially for initial heals or unexpected damage. Especially combined with the massive delay on casting a spell and anything actually happening. I've already used benediction multiple times, had it trigger the long cooldown, and the person dies anyway. That's just not good MMO design. I hope they continue to improve the responsiveness of combat. It's less of a big deal when tanking, but you really feel every microsecond of delay with a healer.

Oops. It is PC but I thought PS4 also had the options for keyboard + mouse. I didn't know there were resolution restrictions between console and PC.
Edit: My monitor only shows up to 1080p, which is the same the PS4 version can support, I think?? Maybe try resizing your Default HUD size? I'm reading posts that says it's at 140% by default. But I don't play on PS4, so I can't confirm.
Regardless, you can resize elements on the PS4 HUD too, so it's possible to fit just as many elements as you have on your PC screen.

Inside the HUD Layout, after selecting an element to manipulate, press the R3 button (press the right analog stick into the controller) to resize elements.
Alternatively, you can go to System Configuration > Display Settings > Default UI Size > and adjust the size of all elements at the same time (be sure to click to the Apply All button). There is also a "User Interface Size" feature, but tbh I've never played around with that setting.
Side Note:
Adjusting the Default UI Size is the only way that I know of to adjust the Speech Bubble size of characters. The bubbles were giant on my alt characters until I set everything to 100%, which made the smaller. So I guess their default size was larger than 100%.

But the resolution does make a big difference. I mean you can resize as many things as you want but unless you are actually right in front of the screen is becomes quite difficult to see everything how you want to. I sit about 2metres away from my TV and I can't go any smaller with some of the elements, occasionally I need to sit up to see some things but at the same time I need a lot of stuff showing so I've just had to compromise with the situation. Of course if I got a much bigger TV (which is more resolution) definitely I could make things even smaller but that's a drastic measure that isn't needed, but PC users generally are close to their screen anyway so it's easier to get away with smaller elements.

Hotbar 4 is usually where I toss on extra hotkeys now and then where appropriate, like the odd consumable or aether compass as seen in the first screen. It might looks a little compact but I can't stand my field of view being obstructed too much so I prefer to spread things out a little as well as making them a little more familiar to the usual positions of certain elements on other games.
