I believe right now it is random. The reason for this (unfortunately for you) is to stop people jumping on a house as soon as it becomes available. All you can do is keep checking
It's random. If you can your best bet, although more expensive, is to grab any house you can then relocate to the plot you prefer. Relocation is not affected by the timer.
It depends upon the server on how random it is. You could go onto my server and walk up to just about any empty house and buy it on the spot. It might not be the most desirable but the point is you are in something that will let you relocate to a more desirable plot and bypass the timer. It does cost more but if a person really wants something cost is a secondary concern.
Housing sucks in this game. You pay a Sub and should be able to buy a house with that Sub. This game can sometimes be a joke. SE you suck at designing housing.
When one subscribes to the game he/she still has to go through obstacles to complete msq max a job level, get that desired gear set or mount.
With housing, its also provided. SE did not want its players to sleep in the streets.
1st form of housing is the INN, free of charge you have a private space where you can access retainers get haircuts, fix your glam, play orchestration rolls log in log out inside the INN Room.
2nd form (tied) are FC Rooms for 300k Gil, and Apartments for 500k gil.
3rd form are the Plots for 3M small plot, 25M medium plot, 45M large plot, and you need to have some patience just like leveling through the game it will not be handed over that easilly.
So for now just play and see what the game has to offer.
I think on your server, I waited around half an hour for a plot in the Goblet. Meanwhile, I'm on Malboro in Lavender Beds going on hour five waiting for a plot to become available for purchase and can't go off to do a buy/transfer because pretty much all of them are on either on the random timer or someone else waiting on it to open up. Since the random timer can't be seen, that means that people like that will spend their time sitting there and waiting, clicking the buttons and spamming their chat log with the "This plot of land is not yet ready for purchase." message all because they want a house, and that's the BEST case scenario because I've seen multiple people fighting over a single plot all because of that timer, leading potentially to escalating altercations.
What makes matters worse is that promoting the plot transfer method as a means of bypassing the random timer means that someone could do this repeatedly in the span of minutes and effectively exploit the timer as a means of keeping multiple plots out of the hands of players buying a house, and the lack of an adequate gil sink in the game short of teleportation means that running out of gil doing it would never be an issue for someone willing to do that.
Seriously, whatever dev thought the random timer system we have now was a good idea clearly had neither regard for nor understanding of human decency.
Well there is a random timer between 0-22 hours since the house demolition that will make the plot available, however relocations aren't affected by this random timer so if you have a plot already in that server you can relocate without having to wait.
The random timer is at any hour: minute: second.
I keep seeing this "22 hour" time. I'm not sure where or when this bit of misinformation got started, but it's completely false. I don't know if anyone has reached the actual maximum time yet, but I know of several plot timers that have gone well into the 26-28 hour range. This is both from personal experience, as well as reports from FC mates and trusted friends.

Not sure if it is up to 22 or 26/28 but know other players who could purchase plot under 22/26/28 hours of random time, in our FC ward and got Private house around 16-17 hours after demolition.
Some say 22 hours was the biggest random time ever reported however others said they saw random timers of 3 days (not sure if should believe that).
Well one thing that can make the timer bearable to some extent is if they implemented specific timeframes where the chances of plots opening can happen. Like 12-2p, 6-8p, 7a-10a. When they unlock within these timeframes would still be completely random but at least it minimizes the need to camp plots for long periods. Also to prevent people from trying to sell just before specific timeframe, make houses available in at least 2 timeframes later then the house demo. Say someone wants to try and sell their house just before the 6-8p timeframe, the house wouldn't become available during that timeframe, but one timeframe in the coming morning like 7-10a or noon-2p. I feel like it would be a possible, and manageble workaround.
They should just implement a bidding system. A game should not be a chore to play. I was fine with the house flippers. at least, that way it was instant gratification. at least make a purchase system that i can put some money down and if no one else has then i get the house, so i can go do other things.
At this point they should have a item you can use anywhere to build a camp cause thats what i feel like is happening right now. just a bunch of camping.
They don't want housing to be a plaything of the RMT traders, which is exactly what will happen if it goes into a bidding war.
At least this way every player who has enough gil to make the purchase has a chance at buying a plot by clicking the placard when it becomes available for purchase.
Better yet, they should just add a better instanced housing system than apartments. I don't get why people come up with so many ways to change how people purchase a plot when it doesn't solve the core issue of not enough plots for everyone who wants to buy. No system is going to leave people happy when they still can't get a house due to lack of gil, bad luck or whatever.
i dont care if its a system where everyone puts money down and they draw for it. just having to sit at the plots all day when you could be doing content and having fun.
It’s so bad like I need to go get something to eat but I’m scared to get up to get food because I’m afraid the house will be bought when I get back.
To me it just feels like the Devs want us to refuse to move from our computers for upwards of 22 hours, Starving and dehydrating ourselves in the process. The housing system is like some test run for Psycho-warfare. Some people are even implementing auto clickers to click picards for them so they can go to sleep or work. Honestly if killing myself via "camping" a housing sign is the only was to get a house, then I don't want one.
So the Devs continue with their Pschological warfare by demanding we move to a new server, leaving behind all of our friends, if we want to have anything to do with housing? Without killing ourselves in the process by sitting at our PC for days on end camping the picards? Seems Legit.
You HAVE access to housing even if you can't get a house. Apartments are housing, whether you want to believe it or not.
We know there is something housing related coming with the Holy See Reconstruction next expansion. Maybe it's a new district with 18 more wards. Maybe it's a better instanced housing system.
If someone stops being a friend just because you're on a different world, sounds like they were never truly a friend in the first place but rather just someone you know. Going to another world in the same data center still lets you play the game with your friends.
First of all those little bedrooms you get from apartments and FC hall rooms are not enough space to enjoy using. And HOUSES have an outdoors area and a basement. Thereby tripling its usage.
Secondly the new data center thing will get used a lot at first then steadily decline in usage. More wards and whatever the new housing areas gonna be great and all but ultimately a bandaid for anyone who doesn't already own a house.
Lastly, we are talking about the insanely long random Que times to buy a house, not whether we have an apartment or not.
My friend told me she just went to a open small Shirogane plot and liked the location (close to a aethernet and SB), but chose not to relocate there when she saw 6-7 people standing there spamming the placard. Her fear was that those people were gonna curse her out in tells. XD
Wasn't a loss really since her current home is also near a aethernet and SB. She was contemplating a change in scenery.
