My best guess is that it will be available from the festival vendor after we rank up in the Namzu questline.

I'm gonna guess it will become available after progresing far enough through the Doman Reconstruction.

I'm wondering about it being untradeable / market prohibited. Seems odd for a crafting mat.

I think Namazu's rewards were datamined and it wasn't there, maybe it's on the secret shop that should open when the enclave is rebuilt completely

That is the other cloth. Dotharli is still unknown, although probably Doman Enclave at this point. Or random drop from UwU!

Because I haven't finished 4.0.

Also coins from ventures? I always go for the Venture Brothers weekly, 15 18 hour ventures. MIN, BOT, & BRD retainers with quite good enough iL and stats, I have never seen a coin of any kind. Might I assume this will be unlocked by progressing on the MSQ? If so its the first venture retrieve that is.

All of the field exploration (18hr) ones from Exploration 11 onwards return these.

When you do the venture you'll get 4-7 of the allagan pieces (usually silver, sometimes gold or bronze) and a random material/item from the loot list. If for some reason you've neglected your retainers and they're still low level, they might not be high enough to bring them back yet.

Edit: there is no MSQ or quest restriction that would prevent you from getting them.

For some reason I thought he was talking about something else.

This is available at Junkmonger in Doman Enclave after you finish The Yard section of Enclave.
