Spam continues to be a problem but from I hear less-so than many years back. I propose that many of the chat features to be limited while under level 30.
Why?
Simply put, when you're under level 30 you likely don't need to use shout, ever. Party chat, local chat, yes... But shout/yell doesn't seem very useful at a low level.
Level 30 seems like a good number because it takes some time to get there on a new account. Which begs the question, is it even possible to do this on a trial account? I'm not sure but mayhaps it should be disabled entirely except local/party chat.

You do know you can disable what type of chat views you can see right? -.-; take time to look it up in your system / game options. I know it's hard to do look up simple things and be over whelmed with too many words to read or laziness.

I don’t really see the need to limit the chat functions under a certain level, to be honest. If they did, all the RMT bots would have to do is bot up to the minimum level required, which doesn’t require much. -

Cant say I've ever seen the spamming problem in the 4 worlds I inhabit, unless you are directing this at the gold spammers.
Additionally I think that muting the entire player base under level 30 due to several vocal spammers and bots is overkill. I'd say hire more in game admins and tighten up what they allow before starting disciplinary actions towards a spammer, whether bot gold spammer or player -

Trial accounts are already blocked from most chat (as well as a lot of other features of the game).
And disabling new players only hurts new players and therefore the game itself. It makes no difference to RMT bots what level they need to be. They're scripted to auto-level to wherever they need to be. It would literally be just a matter of copying a piece of the gathering bots' script and pasting it into the spam bots' script. Then the spam bots are all level 30, and the only below-level-30 characters being impacted by the rule are genuine new players, i.e. the worst possible place to be putting chat restrictions.
We've already got the feature to get rid of spam bots. Report and block them whenever you see one. -

Don't make newer players feel singled out. I've used the shout command a few times walking around and it's proved to be useful to an extent.

RMT sellers... they're mostly using the accounts of your lazier friends...
They don't buy individual accounts at retail price... they have hackers that can deliver them accounts in the tens of thousands. I would wager at least one person who reads this comment is already hacked... hopefully it's not me... Though I use a security token to help guard against that possibility...
But my points backs up your main point: blocking / muting new players won't do any good against this...
And just because somebody is under level 30 doesn't meant they're new... Some folks have alts... -

They need to just make the "Report RMT" function actually work.
It's supposed to place a chat filter on the players it's used on that will auto-mute them if they use certain blocked words, but the bots circumvent it by breaking up their sentences with random symbols.
It would make more sense for it to just straight-up block their chat without need of a trigger if it the same player is reported several times. It's not like it could be abused, because if someone uses it on somebody who isn't actually spamming, it would be extremely easy to trace.
