I'll propose no new level and instead expanding what the elements can do with proper customization of it
I'd want the new level cap to be 40, 20 levels with this kinda content doesn't seem to bad to balance, plus some classes are broken inside Eureka so maybe I'm exaggerating the balance. (See NIN, RDM, any healer, and PLD) I'd honestly really like to see us in triple digits in the end.

Where is the option for 0 new levels?
If we're going with the 'six elemental areas' theory, it'd make the most sense to have the next area increase it by another 20 levels up to elemental level 40, then have the remaining four areas increase it by 10-15 each. The final area (presumably the castle) would probably be some type of huge scale alliance raid or involve a completely different leveling system.
I sense a boss mechanic in the future where failing it temporarily disables your Magia board/drains your Magia Aether.
I don't know how many total areas there are going to be, but I would expect it to go to 75 if they're keeping with the mild FFXI references.

Why not lower all level to Lv.5 Max, with changing difficulties so 5 is very hard, and 1 is very easy, then add a Merit/Spherier system where you can expand whatever you want in it, with some tweak to classes ?
i also would love to see an Abyssea-like zone, where you can either choose to farm Key Item, Pop Item, and be able to trigger (so every classe should be mandatory...) depending on day/weather/etc... It would be funnier than just farming till it pop.
i still think they will implement arr book step or crafting to eureka. as books, like kill x amount of lightning based lvx enemies. Do X nm and get X amount of bla bla. And as crafting nm drops crafting mats etc and you need to craft them basically. I might be stupid to think this but i expect dev team to be only this creative about eureka tbh. Otherwise i think it will be the same as now, just level and get top tier nm item to get relic. But i think they know they can't use the same system within eureka twice. So it will be something like light farming or books or crafting or gathering or something else like pop a unicorn :3
