It's almost like the fashion report is meant to stimulate the sales on the less popular dyes (with the exception of pure white/jet black).

Honestly, I usually have zero issues with what SE chooses to do with cash shop items but yea having the fashion report as a literal Pay-To-Win system is pretty terrible.

The objection is that people shouldn't have to obtain a real money item to win an in-game event that offers a unique title as a reward. The chance for the special dyes to drop in retainer Quick Explorations is far too low (I've had it happen 3 times since I started playing) compared to the demand an event like this creates.
SE might as well just sell the Fashion Leader title on the Mog Station for $5 if they're going to require people to use those dyes in order to get the title.
I would argue that the fashion report does not help anybody outside of the 10k MPG you get for just participating.
You want 80+? Hope you have millions of gil just ready to throw away on now artificially inflated (thanks fashion report) pieces of useless, level 1 glamour gear as well as time to run dungeons and/or primals where you might be exposed to the frivolous RNG.
Got the gear but still not quite there? Then get ready spend even more gil on ludicrous and artificially inflated (again, thanks fashion report) 1 time use rare dyes. Don't have gil? Do you have real life money? Its an alternative but its ludicrous. You can get them from your retainers but you would then have to pray your retainers bring you what you need through the layers of RNG. I highly doubt it.
See where this is going? You either had the items needed for the fashion report before it begins or you are stuck spending amazing amounts of money (real life money included!) and time to get a good score.
In other words: Content not suited for a great deal of people who play this game. Rewards (from what I can see) not worthy of the resources and time needed for a good score.
How does it "help" anyone? Everything related to this is highly optional content - some glamour pieces, some housing items, extra MGP. Nothing "helps" anyone.
If you dont enjoy this content, you're free to completly ignore it.
I agree though that its not suited for a great deal of people playing this game - mainly, because they're lazy and/or stupid and dont realise that a lot of the gear that they needed can be aquired much, much cheaper than on the marketboard. There are ways to get a lot of items that are used for glamour pieces quite cheaply now - not all of them, granted, but this weeks Cashmere Boots for example: All you need is a gatherer at 70, 500 yellow scrips (for the Wool Top) and a flower pot to grow some Althyk-Lavender (that you can exchange for bearskin).
You dont need to have this before the report begins - if you know how to easly get it, you can... but that would require people to have this knowledge or look it up instead of just running to the marketboard, throwing their gil away and then complain on the forums about how they had to spend millions on this little minigame they dont enjoy.
Pretty sure you really, really dont have to spend millions of gil or hours of dungeon farming if you want an 80+ score - you just need a bit of knowledge how to get certain items. And maybe some crafters up to level 50 - or friends with crafters leveled.
Not sure on the general purpose dye which reading online was needed to obtain the "gold coin" they used the General purpose black dye, however not wanting to use it, used the soot black dye and got the same score.....
You only need them if you're trying to score 100, which so far as we can see is only used for an achievement, so you only need to do that once.
For every other time when you're not going for 100, using the cheaper dyes in the same color category as the "right" one will still give you partial points.
All I bought this week from MB were highland boots (as cheap alternatives to the cashmere boots), then dyes from NPCs in the same color categories as the correct dyes, then a kilk from an NPC and the scion jacket from Recompense Officer. Farmed some Shiva for the bracelet. Easy 84 for the full MGP prize.
This is all correct. There is only one achievement for obtaining 100 points, and no cumulative achievement afterwards. There are cheaper alternatives to get above 80, which is all you need for the additional prize. The amount of complaining about this optional minigame has been absolutely ridiculous.
Which is anyone who wants to put in the time and try. Someome starting from scratch with a minimal amount of gil and an adventuring class in the mid 40s(who was roughly caught up on MSQ) could have their first crafting class at 50 in a week or two, and have all be done leveling all 8 to 70 within 6-8 weeks(post 50 leveling would require the adventuring class to be closer to 60, but still easily doable). The game gives you the first 15 levels more or less for free, and you have beast tribes that will pay you to level from 1-60(free mats + rewards for completion including some you can sell = they pay you to level up... and next content patch should have the 60-70 tribe). You can add in GC turnins for an extra 1/8-1/2 of a level per day per class if you can get the mats(so a bit of time gathering or spending a bit on the MB), and if you have extra resources you can add leves and do all that leveling i just said in much less time. Seriously, anyone who wants to take advantage of this can be the one profiting by the end of march if they decide to work on it.
But if everyone did this, then one couldn't profit anymore.
That's the deeper joke there. If everyone played gathering/crafting classes with the same intensity as battle classes, profits would be very low, as most people would just gather/create the stuff themselves (reducing demand) and there'd be tons of competition to undercut prices on the board, thus driving profits down. Profiting only works so well because the content is generally deigned to be a terrible, annoying and unenjoyable chore, which naturally puts people off, thereby reducing competition, which in turn allows people to drive prices up and make phat profits.
The profit mechanism relies on the content being appalling to most. Which is why I appreciate that you used the word "Anyone" here, rather than "Everyone". It's one of the cases where the difference matters.
While you see it as a terrible, annoying, and unenjoyable chore, there are a lot of us who truly enjoy crafting. The people who hate it usually stop doing it at some point. XIV's crating system is generally regarded as one of the best in MMOs. So Frizze's response is still valid. While you're right that if everyone did it there wouldn't be many profits the fact is that it isn't going to happen. Even if everyone was interested in crafting, those seeking profits will know to focus on markets that aren't seeing as much competition but still have demand, and there are a lot of those.
There are plenty of people who find raiding in this game(every game really) to be just as appalling, terribly designed, annoying and unenjoyable. If i were to read a thread in which one of those people was complaining about how some mount or particular piece of gear was unattainable id give them the same advice i do to people complaining about crafters having an advantage. Anyone who puts in the effort can get there in time. The person who wants the snazzy raid thing might need to get better at their class(or in some cases switch to a class better suited to them), they might need to practice mechanics for weeks or months, they might need to do some serious networking to meet the right people to get them across the finish line. If they only have a small amount of time to play in a given week, they might need to focus on this task to the exclusion of almost all other content. But enough effort makes it possible. If not being able to raid is a problem, you can fix it if you try hard enough. Same with crafting.
And no, not everyone can profit following any one method. But Elamys is right that there are enough people who will never take up crafting(or try it and quickly stop) to ensure that anyone willing to consider it and put in the time has a market to sell to.
