Easily mist, 2nd 3rd 4th and 5th is probably inner goblet, shirogane, lavender beds, and the rest of goblet.
For me it would have to go: Shirogane > Lavender 11/41 > Goblet > Lavender > Mist.
Lavender beds. Had my small there and now my medium. Didn't even try for another area.
For me it's Mist beachfront > Lavender Beds = Mist > Goblet Brimming Hearts > Shirogane > Goblet
I LOVED Shirogane, right up until all the houses were actually put in. Then it became a cramped, roof-city.
That being said, Lavender Beds is my favorite and current home. I moved my Shiro house there in 4.2.

I prefer lav beds myself... just moved my fc house there right next to my personal house.... it's the most colorful and the flowers light up.. I also like it's swimming area best
Lavender Beds first and foremost. It reminds me so much of my beloved Windy from FFXI and is so beautiful to look at. My FC's home was in the Lavender Beds until recently when we were extremely fortunate enough to transfer to Shirogane. It's nice, but my heart will always be in the Lavender Beds. :)
I don't really feel that much towards the Goblet and Mist though - the Goblet is rather... dull with all that stone (although if they ever added trains to the game, I might change my mind on that if they added a rail connection to Ul'dah there ;)), and Mist... comes across as a cheesy seaside tourist resort (Costa del Sol writ large). Shirogane at least looks like it's meant to be part of Kugane proper.
So I guess my order of preference is:
1) Lavender Beds
2) Shirogane
3) The Goblet
4) Mist
Shirogane Beachfront > Lavender Beds > Mist Beachfront > Shirogane Rest > Mist Rest > Goblet.
(Large plots not considered).
The Mist one is somewhat colored by the fact that I've been spending a lot of time in FC houses there, so I grew a bit tired of it over the years. The goblet kinda makes me feel unsafe with that bottomless pit all around it <.<'

Don't get me wrong I do like the Mist but it seemed to have gotten really shafted with the swimming update. Plus I am not crazy about the metal bits on the interior. I did spend a lot of years in the Mist though so maybe I just wanted somewhere else. Although I am a bit tiffed that Shirogane's beach has cooler stuff on it even. Like the sand body things and the nice little sitting areas. Both Goblet and Mist have these terrible sandstone looking pillars that you'll skin your elbows on if you drunkenly trip tho, a thing I've definitely RP'd once or twice.
I like the Lavender Beds the most because it just seems to be the most 'pretty'? I guess? If that makes sense. Even the grass on your lawn is cuter than the other grass on other zone's lawns.... the interior seems to be more 'gloomy' than other places but that's a part of the house I enjoy.
I love the new Brimming Heart even if I'm nowhere near it, I still like it and think it gave the Goblet some much needed life.
Moved to Shiro when it first came out to plot 22 on the beach. When 4.2 came around I figured I'd relocate so I managed to relocate to 29/59 small on Lavender Beds which is probably my favorite small in the entire game. Has it's own private island, bridge, and right next to the waterfall. It's a little far away from MB and Retainer Bell, but I don't mind. I've also actually since been able to save up enough money to move to a medium now, but the only mediums left available are in the Goblet and while i'm somewhat tempted by plot 25 I'm not sure I really want to trade my small up for a medium in the Goblet. Nothing against The Goblet, but the only area I really like is right on The Brimming Heart, and all those mediums are gone so I think i'm just going to stick with my small.

Mist (beach front) > Lavender Beds (lake front) > Shiro (less the design, more the fact that it has a lot of added stuff like hot springs.. etc) > Goblet (never been a fan of desert / canyon scene).
I've always been a beach person and just recently relocated to plot 19 so I got the small I always wanted (plus can do some crazy Alice stuff there). Lavender Beds is also really nice, especially being by the lake, but I think it's a little too green and nature for me. Shiro I'm just not a fan of the design / a little burnt out of the Japanese style look but I like all the stuff it has like the puzzle challenge and the hidden cove plus springs and koi pond. Goblet just.. really isn't my thing. Not a fan of the canyon feel, looking like a concrete jungle, just boxed in and one color everywhere (not a fan of the constant color either).
Goblet>Mist>Lavender>Shirogane.

I somewhat like the Goblet interior, but I spend much more time in the garden area and the view in all but maybe a couple plots is just terrible.
Can we also post about hypothetical housing locations? Because Coerthas, lol. I'm not spending a single gil on housing until we get a snowy housing area. If that means I never get a house, then so be it. Houses are a lot of money, and I'm not spending that money on a location I'm not interested in. Currently none of the housing locations really peak my interest.
I have a house on lavender beds, debating relocating to mist, but can't decide. I like them both.
I think you may be without a house. Save for a few starlight obtained furnishings, most would stick out like a sore thumb in a snowy area. They also mentioned something about Coerthas warming up before housing would be considered there. Housing in this game will more likely be which building structure you're most drawn to as well as which mostly sunny environment you prefer vs other weather types.
Mine is goblet since that’s where I bought my house. List in order of all the housing districts goblet > shirogane > lavender beds > mist.
I love all four areas. They all have their pros and cons. That being said, I prefer, (zone wise):
Shirogane > Mist > Goblet > Lav beds.
The goblet holds 1st place even tho i live in shirogane.
-THE GOBLET-
Best base interior. No argue agains it. Every furnitures and wallpepers get complimented by it.
But on the outside has its flaw but when sun arise its beautiful and pink!
Imo goblet need some tweaks about their housing plot placements and remove large Walls.
But mayby remodel whole goblet and replace with newer textures.
-SHIROGANE-
I like houses being close to eachother and it feels "neighbury".
Their grass is lighter which i like for my shirogane castle wall.
But their base interior not so much. But i have been able to custom make my walls by using Stage Panel.
Some may dont like it but i love the asthetic cuse i can relate eastern stuff by Blood. It just feels like more home for me.
-LAVENDER BEDS-
Lavender MEDIUMS that has MIDWAY ENTRANCES ONLY BUT THEIR FENCES ARE NOT SYMETRICAL.
It bothers me ALOT. Compare them to midway entrances houses in other estates (goblet plot 8, 38 is the only medium with midway entrance that has symetric fences). And every medium shiro with midway entrance that also has symetric fence.
Sorry but medium houses in lavender and their fences bothers me Alot. Reason it made me relocate back.
Other than that! I think LB is prettiest and lively bcuse of the asthetic and bg sounds of birds.
Their housing placement are hood even tho some MB/summoning bell are far away from certian plots.
But their flowering grass keeps lb popular eh eh

I dont know. It's just too white and im not fond of their base interior. I give them points for having nice standard housing. im not a beach type so i let my own personal pref judge this.
But their housing placements are ok but some houses blocks eachother the view. Which im not fan of.
Other than that i like their stairs and roads. Nicely but too white xD
It's tough for me to choose.... I'm stuck between Lavender Beds and Shirogane. I love the layout of Shirogane and I think it makes more sense than any other layout. My FC's home is in Lavender Beds and every time I need to buy something from a vendor there I need to look where they are whereas in Shirogane it's much easier. Everything has been centralized and I think that the map itself has a lot of very nice features, like the hidden shore and the hot spring by plot 30 as well as all the cute little shrines and what not. It's a very nice map to stroll around on. That being said, they really dropped the ball with the orientation of the homes. So many homes are facing the wrong way....... o__o;
Lavender Beds is prettier to me aesthetically. Although I love the layout of Shirogane and the additions of the shrines and everything I don't think it looks "pretty". The beach isn't white, clear sandy beaches like in the mist. The stone is nice but the grass and trees are a bit meh. Lavender Beds feels so lush with nature. The trees are plentiful, the grass is laden with flowers and idk... I just like it a lot more. If it weren't for the hot springs and hidden shores in Shirogane, the answer would easily be Lavender Beds for me. Despite the somewhat questionable layout.
But I own plot 8 in Shirogane (subdivision), which was my dream plot on that map, I really enjoy it although I'm not sure how I'd feel if I didn't manage to get it. If I didn't manage to get plot 8, I'd probably go for Lavender Beds. Anyway, the teleport fees to and from Shirogane are a bit annoying when compared to the cost of teleporting to and from my FC house most of the time. xD
So I guess I'm voting for Lavender Beds. I wanted that medium house (plot 11 iirc) that's sort of by itself on that little island near the pier. But it was taken in every ward! So I decided to go for Shirogane. Quite happy with it. :)
I favour Shirogane followed by Mist.
I just enjoy the aesthetics and that they're both areas with a beach.
I love Shirogane and Lavender Beds equally. My favorite plots (11/29) are in Lavender Beds but I prefer Shirogane in its entirety and aesthetic. Mist was my first home so I am also partial to it but other than the beachfront I find it rather bland and it did not get as much love when the wards were renovated. Lastly, I am not a fan of The Goblet but I do understand the appeal. The Brimming Heart changes were a step in the right direction but I find it still lacks overall.
Shirogane=Lavender Beds>Mist>Goblet
Either Mist or Shirogane. I like beaches, so both are good for me. Not sure what I'll go for yet. Probably will have a better chance at getting the Mist house I want.
Mist and Lavender Beds are my favorites - I had trouble deciding between the beach resort and the lush nature aesthetics. I don't dislike Shirogane or Goblet, but they don't interest me as much as the other two.
I really love the Mist. Where I live is landlocked and very cold most of the year and then blisteringly hot in the summer, but I did grow up most of my life on an island. Not a tropical one mind you.
However, something about the tropical beach in the Mist and the very modern Greek-esque architecture is very appealing. The tropical sort of look is just a bonus since it's so different from what I'm used to, and it gives me a warm feeling. The sunniness of it in the dead of winter is also quite nice.
After that I'd have to rate Shirogane and Lavender Beds equally, Shirogane a little higher because it also has an ocean view but Lavender Beds is quite gorgeous itself for all the greenery and flowers. I do not, however, like the Goblet (mostly because I dislike Ul'dah). The only time I might consider the Goblet is if it were the only ward with mediums left and relocate elsewhere, but I'd still rather trade down for a small if it meant being in one of the other wards sooner.
I voted for LB purely because it's my favorite overall housing ward visually, though I now live in Shirogane. I feel like some of the placements of the houses in LB, especially the larges, are just kinda meh. Some of the houses are spaced very far apart and I rarely saw anyone in my area. It was nice for solitude when I wanted it, but not really to interact with others. Where I am now, I've actually befriended all my neighbors and I see them a lot because they're so much closer.
After LB it it's a tough choice between Shirogane and Mist, both have some awesome pros but some cons for me as well, then Goblet last (Sorry Goblet, I just don't really care for the desert setting ;_;.)
I also prefer the subdivisions for both Shirogane and Mist, because in both the sun sets over the water and makes the view even better <3

Goblet is the one that feels most like a town. Winding streets, tunnels, and stairs gives the place alot of depth. That windmill is amazing especially framed against a star filled night sky. I like to wander at night following the roads lit up by the street lights.
The only bad thing is that it's people's least favorite location. This means your neighbors only bought a house there cuz it was the only place left. You never see these people and they leave as soon as possible making it a revolving door plot. Some don't even decorate their house or yard.
Being in the desert doesn't bother me and I like the more grounded color pallete. Not everything has to be vibrant and colorful.
Goblet>lavender>shiro=mist
This is what worries me the most about my FC just moving to Goblet. We like the Goblet a lot but we want decent neighbors to have a nice community feel to the ward. We just moved from a Mist Ward where our neighbors would hang out without even waving or saying hi. We just don't want to get all the people who had to settle and are sour about it.
As someone who owned a mansion in the Goblet (right up there, with the water area as a beautiful view and the windmill nearby), I must say it has its very own beauty. Sure, the color pallete is very orange/sandy as one might expect. But the new water area helps and makes it very desirable.
I was able to relocate to a new (ward 16) large plot in Lavender Beds, which was always my dream housing area. I got plot 28, which is near a giant waterfall and quite isolated. At first, I was horrified, almost regretting the relocation from Goblet. There are some rock formations around the house that really make the view worse than it easily could be (hey, SE!! o.o). Still, in just a few days I'm loving the solitude and, yes, the view is not really bad: I do have access to a waterfall and so much greenery around. Being isolated is the story of my life (and this is not a complaint, haha :3 ), so it's working out well.

I really really hope that when they add Ishgard housing they don't make it un-snowy. I'm pretty sure 90% of why people want Ishgard houses is the snow. I mean, the snow piles stuck out like a sore thumb in Mist so I hardly think that's worth worrying too much about, they can just add some appropriately Coerthan furnishings when they add Ishgard if they need to.
