my wife started playing again recently. She was able to play for a week and then after the 4.1 update she started to get errors every time she tried to log in. I was able to get it to work again after a full uninstall and reinstall. since the last update on the 13th the issues have come back. it seems to be only when an update happens. If anyone has any way to help it would be greatly appreciated. the error this time around it. [11035][30425][30415][5][19900][5]

They're going to ask you for the specs- what platform your wife plays on (PC or PS4) and if PC, what the hardware configuration is (can be easily gotten via DirectX Diagnostic Report, aka dxdiag). Also if your wife uses a wired or wireless internet connection... if it's wireless, try using wired connection instead.

The first thing you should try is resetting your router by turning it off and then back on a few minutes later.
Make sure that any anti-virus or firewall you have has an exception for Final Fantasy XIV (or disable it temporarily while you download the patch).
Check the following Port Ranges on your router/modem to ensure that the following Port Ranges have been opened/forwarded/triggered:

55021 through 55040
*This can be done by visiting www.portforward.com, locate your specific Router/Modem Brand and Model Number from the 'List of Routers', and you will find a step-by-step guide on how to access your ports.

reinstalling probably would help but she feels like that it too much hassle to do every time the game gets an update. She has decided to just cancel her subscription since there is no clear way to have this issue fixed and she had only been able to play about 5 days out of the 30 day period. thanks for your time.

It is when seemingly simple issues arise that go unresolved for the length that this had that people don't see the point in continuing to pay for the subscription. She took a break when an issue went unresolved before. I am just glad that she did not waste the money on stormblood.
