The question is why do you want to transfer? Is there something you are hoping to escape from that you won't find on aether?
The following are my experiences from being on both a small and large server, and anecdotal information from these forums over the years.
It depends on what you are looking for:
You want ERP - head over to Mateus (Balmung is still locked)
You want a small community - head on over to the preferred worlds Perferred / Congested worlds
You want a large server - come on over to Gilgamesh or head to Sargatanas
You want a better economy go to a midsize server like Adamantoise or Midgardsormr - midsize have better economies than large because the prices are higher and there is enough volume to turn a good profit. Large server generally have lower prices (more competition) and faster sales. Small server have so many new players, that a disproportionately small number of players have spare Gil.
With the cross world PF, and LS; large server raid communitiy has been rendered irrelevant.

If you're interested in crafting/gathering there's a strong community on Coeurl. People there tend to be extremely nice with each other too, and the server isn't full to the brim with people, without being empty either.
If you're interested in a Raid-heavy server though, it's not for you.

I second Coeurl! It's a fun, small-but-not-dead server! Lots and lots of crafters, but not a lot of big raiders. Still, lots of really nice people on this server :) Limsa is always busy!
Midgardsormr seems very active right now, but there is a serious lack of high quality items available for reasonable prices. I'm looking to fill a niche there. :3
Ill throw in Faerie. I moved over from Exodus and will never return there. People here on Faerie are very nice and welcoming. I'm assuming they re-opened character creation recently because the towns are seeing a sizable influx of sprouts (yay!)
Only reason I'd say to avoid Mateus, ignoring the bait reasons, is because their economy is a touch messed from what I've been hearing. Lots of omni-crafters jumped ship to go there. However that's a third hand account, I haven't logged into my Mateus alt to check if it holds any water or not. Otherwise I've heard pretty good things about Faerie aside from one particular individual; and I'll always have a small space in my heart for Gilgamesh due to starting there and the newbie guild I joined being absolutely what sold me on this game. Ultimately though it depends on what you want to do. Some servers have better raid communities than others, with others being better for crafters, etc etc etc.
I was look for aether server. Since I wanted leave from primal. Ago I moved in Diabolos for friends.
But, they turned asshole for me. I'm so sadly. I need move in aether.
Also I wanted meet people from Balmung in party.
I read Cactuar is friendly? Hmm...
Zalera is small and friendly. Good NN and a lot of free housing. Have nothing to compare the markets with.
If you want a small community, chance at housing, and nice people. Goblin server pretty good. Moved there myself a few days ago and enjoying it.

I can't say much on other servers as I have no personal experience with them, but Adamantoise isn't too shabby imo. We're midsize and have a decent market from what I can tell. Fair amount of activity on here, too. You have the occasional bad egg you'll find pretty much anywhere, but for the most part people have been pretty friendly to me on here.
