Question regarding party finder and clear sales.

So, I'm not entirely sure if this goes against any community guidelines, or is just a grief-like thing to do. But I've been seeing a lot of people using party finder for clear sales, but using a completely different duty to advertise. Like "Selling Shinryu EX + Omega Savage" while PF is flagged for expert roulette. My question is simply, is this something reportable as griefing-like, or what?

As long as they are selling this for Gil, it doesn't matter what type of Dungeon is flagged in PF.
However, if they put $(real money mention) in it, you can report those players directly (+screenshot).

I think its something the dev team should address, people intentionally mis-listing this kinda of stuff makes looking through PF a bit more annoying. And if they are advertising cross server for a clear sell they are likely asking for real money since you can't trade gil to someone on a different server.

Does blacklisting hide PF parties? If it does then that could be one solution to badly listed groups.

Who is the target of their griefing?

They are intentionally abusing PF by posting under the wrong listings(typically Expert Roulette or Lakshimi Ex) and spamming up PF and in some case using PF for RMT(selling clears cross server). Yesterday at one point 3 of the first 5 PF listings were people selling clears under the wrong headings, that's a problem.

If they're asking for real money then it's RMT, which is reportable.
If they're selling a clear for gil and can't prove or refuse to prove that they can clear the content they are advertising and demand gil first clear second then it's likely a scam, also reportable.
Griefing, however, this is not.

Like others have said, so long as they aren't asking for money it isn't griefing though it is in bad form to list in the wrong section. However if you see /anyone/ listing real money pricing I would report it to a moderator with a screenshot. Especially if they tell you to go to another site for pricing.

Because they aren't deliberately irritating or angering people, they're just advertising.

Putting some sorta rule in place to stop selling clears cross server would cut down on the spam in PF as well as the RMT.

That would be something I'm fine with as like you said there's no way to 'sell' a clear that way. However I do still say you should screenshot and report so the moderators have something to go off of. It might not amount to anything /now/ but bringing it consistently to their attention as a problem would go a long way into making the developers institute some kind of policy.

It is the responsibility of the player involved in the transaction though to report the RMT activity. Square Enix can only stop these things in their tracks if they patrol the PF for it, and they won't even do that for the spam bots in key locations where they spam advertisement for RMT.

That's not a bad idea, I play on PS4 though and it doesn't seem to give me the option to include a screenshot in a report.

The only caveat I can give you here is the RMT and that's only if you have proof they're trading real money. Since no one can't do that, you can only report it under suspicious activity.

Other than that,

We don't have a request board where players can just leave a note to advertise their services. I'd rather see 'spam' on the PF then a player spamming in shout/yell. If it annoys you, then it annoys you and that's okay because that's how you feel. But not everyone feels griefed or even annoyed for that matter. Hell, some don't even care it's used this way.

Although I don't think it's griefing (unless you provide me the exact quote from the ToS stating otherwise), I do think that this disguised RMT activity is something that should be looked into. The GMs won't care unless there's an actual RMT activity going on and can be investigated, which is kinda hard to do as these people lure the buyers outside of their system (Discord, any other VoIP software). So, if YOU have proof, may as well report it.
