The problem is SE caved into the players giving them personal housing, when in reality it was only meant for FC's originally. Because of this it created a massive shortage and people now are whining about the mistake they made. Adding a whole new housing area won't help much, it'll fill up in a manner of minutes, just like Shirogane did. Also I believe the 30 day no login for losing your house is suspended currently.

This is not true. The original plan was to add Ishgard housing after the Dragonsong War, so the lore is there now. But instead of developing Ishgard housing they had to develop apartments instead because of the serious shortage of plots. By the time apartments were done SB was already well on its way so it made more sense to develop Shirogane because it was another thing they could market with the expansion and it's an aesthetic that's drastically more different from the existing 3 areas.
short answer is they didn't want to spend the dev resources to do Apartments, Ishgard and Kugane housing all at the same time, so Ishgard got cut.
I just assume the housing area got totally obliterated in the last Dragon attack

People whined for weeb housing so people got weeb housing. Im assuming Ishgard was canceled or delayed for a long time because of this. God I don't like Shirogane... I wish we had got Ishgard. I'm just hoping they keep it in mind if we ever get new housing areas. Since the Dragonsong war is over now YoshiP can't use that as an excuse anymore!!

Wasnt excitied about it tbh... if it would look anything like Ishgard with bums on the street decorating a yard with green plants when theres snow everywhere would look dumb... I wouldnt have touched that place and rather go to Goblet lol. Plus they did add Shirogane, if only they would hav added the housing at the beginning of Heavensward that wouldnt have been a problem but now it just seems too late for that.

And you're not paraphrasing, paraphrasing is indeed based on facts, they actually have to have said/written something within a reasonable facsimile of what you claim to be paraphrasing. baseless opinions in the form of a quote is not paraphrasing.
the devs have on various occasion made bad, wrong, and stupid decisions and management has been cheap about resources but they are not lazy.
So do we get Ishgard houses or not. I personally like it more than Kugane.
They said in one of the recent PLL Q&As that there are no plans for Ishgard housing though if they decided there was a need for another housing district, it might be considered.
Pretty certain that means no, it's not going to happen.
That wasn't really the impression I got. More along the lines of "we aren't adding a new district soon but if we do it will most likely be Ishgard." They know how badly people want it. There's just no real need for a new district right now. Which I think it's really dumb that they skipped Ishgard, but whatever I guess. I'm just a very bitter Elezen.
I agree that it's dumb that they skipped Ishgard, but I think it's highly unlikely that they are ever going to add it at this point. The reason they gave for doing Shiro instead of Ishgard this time was because it didn't make sense to do it there when the story was moving away from the HW zones... that reason will still still stand unless A) the main story circles back there for some reason or other for a good chunk of the next expansion or B) the next expansion doesn't take place in an entirely new city-state (like the last two have.) Which means that the odds of finally getting Ishgard housing are slim to none. :(
I still think Ishgard would be a good location for expanding the apartment system to include different sizes of apartments. That wouldn't be hard to explore lorewise (bring in adventurers to help rebuild the city) and shouldn't be hard to implement technically - just put an entrance somewhere in the Pillars.
I just don't see a full Ishgard housing district ever happening at this point.
With the current state of housing, it could even be unlikely that 5.0 will see a new housing zone. Their recent steps to increase housing availability have gone a long way in reducing the demand, to the point that spending the time and resources on new zones may not seem cost effective. To my knowledge, aren't there still available plots/apartments in many servers? Would it be worth dev time to just spread housing even thinner?
Not many servers and in most it's only small plots in Goblet.
New housing zones can help sell expansions. they really screwed up with Shirogane, the new housing zone should not have the same ratio of Large, Medium, Small plots. they should make a new zone with like 10:10:10 plots of each size.
My server has no available housing and I'm pretty sure most players would trade their houses in the Goblet or Beds for a plot in Shirogane. I also would think most would trade their Goblet or Beds plot for an Ishgard plot too. I personally would like to see more medium plots introduced so I can upgrade. There's very clearly a demand for good plots.
Are you missing the whole point that they are not available?
My FC has a large in Shiro that i physically pressed the button to relocate. i have my own Medium plot that i like with no desire to move (because 3 of my closest neighbors are all FC mates).
i'm not concerned about me, there are plenty of people on my server that has no place to move even though they've done plenty of work.
Have you actually toured every single world to know that there are no plots available?
Right now, Coeurl alone could handle every single player who has posted "I can't get a house" in these forums in the last 6 months. Coeurl is not the only world with plenty of available housing. There are other worlds may not have plenty of housing but they usually do have at least a couple of dozen available for new buyers. It's only a handful of high pop worlds that have no housing available so people scramble when the rare vacancy occurs.
You did touch on a good point about how expansion launches send demand skyrocketing. The problem is that's a short term demand generated by players who aren't going to stick around for the majority of the expansion. Adding more wards to meet their short term demand leaves mostly empty wards a few months later after they sate their curiosity and quit.
Better for SE to expand the apartment system since apartments are loaded on entry instead of being a constant drain on server resources the way the wards are. Apartments aren't popular because people want something that feels like a real life home and not just a rental room. Give people size options so they've got areas to decorate that range between what small and medium houses have (not to mention apartments being cheaper than houses), and apartments would become a lot more popular. It's a better housing solution for the transient players who only show up for the first 5-6 months at the start of an expansion then quit until the next expansion is released or who otherwise take breaks from the game for 2-3 months at a time.
That in turn would leave more houses available for those who maintain their subs constantly and want the houses for the things that only come with a house like intercross gardening or who do hold parties and entertain in their yards.
The lack of anything Ishgardian life is a big screw you to people that like the atmosphere of either traditional European inspired or also snow themed area. I don't think housing shortage or abundance has anything to do with it.

And a big part of my post was not only the lack of plot availability but the lack of upward mobility for people who can afford to move to large plots. How many Large plots are just sitting empty even on your server because no one can afford it?
I wouldn’t trade my LB house for a Shiro plot but I sure as heck would be tempted for an Ishgardian plot. I’m so sad it may never happen.
I also wish they had more mediums, all I see lately are the occasional smalls in Goblet and maybe one in Mist; knowing that I don’t think I would upgrade to a medium in Goblet (I saw one open here a month ago) even if one became available, aesthetically LB is the best housing area for now imo.
Most of the small and medium population servers have housing available. Adamantoise still has a lot of small lots available. My own ward has varied between 8 and 11 open plots since the restart of the timer. In fact my old plot in LB has been sitting empty since April with a total of 9 plots currently available. Now admittedly if there are any larges it is no more than a few but you can even find mediums if you aren't picky about location.
100% agree with this! I lucked up about a month ago and snagged LB Plot 29 with the private bridge and waterfall on relocation. I would only upgrade to a LB Medium, but even then I would be picky and only want one of the two mediums on the water in the front of the ward lol. I love Lavender Beds so much!
I would trade my Shirogane beachfront house in a heartbeat for a snowy Ishgard area.
I like Lavender 15/45 but I doubt I'd move at all at this point. Putting my church back together erg. Ishgardian housing is still pretty possible seeing as garlean housing wouldn't make a ton of sense for 5.0.
The lore reason is moot when Aymeric and Ishgardian banners appear on advertising artwork for the game, thus indicating that Ishgard did join the alliance. Ishard needs housing... and preferably more medium houses than other housing districts have, as it would be a higher class region.
Also, I've only been reading these forums a few days, and I am at the point where my whole body cringes whenever someone complains that houses should be FC only... like what an absolutely idiotic and >entitled< idea.

I think it's ironic that the community wants housing in Ishgard when there are literally dozens of NPCs homeless around the city out in the snow.
