The new start up screen when you start the game up. Theres a Black Background and Clouds floating at the bottom. :o
Edit: Seems to be a graphical error after an improper shutdown. Thanks for the clarification!

Not new, usually happens after an improper shutdown.
Uh, I recall this claim during beta... I think you're seeing a graphical error...
Haha I saw that for the first time recently and thought the same thing. Then I got into the game and the sky was all craaazyyyy >_> I am quite notorious for just right click/closing the game window lol
Mine has been like that since 3 updates ago, never went back to the white screen
Mine has been like that for almost 10 months now. Happened when i switched to higher graphical settings and changed some settings on my graphic card ( i believe o turned on AA rendered by the game instead of by the drive)
I asked around at the time but noone else seemed to have the effect. I thought it was some kind of bug but you can notice its really well done and it fits the screen perfectly so i didnt worry much. Im guessing its the login screen when you setup your driver right.
I've had this black background/white smoke thing since a month or so after CE release.
On my system, it occurred after I upgraded my card to an ATi 5770 and turned on AA.
I experimented with it for a bit and found that it didn't matter what level of AA was set nor whether it was AA from the game settings or from the ATi Software.
If AA was on, I got the glitch.. if it was off (in game and in CCC) I got the standard white screen.
Also, I've upgraded my drivers steadily throughout the year and this glitch still remains.
I figured it was just a bonus for having a system that could more enjoyably play XIV. Or maybe a punishment for not using a NVidia setup?
I saw the clouds too one time and also thought it was an update. Got into the game and it there was tearing everywhere, found out the game doesn't like certain amounts of AA - magic number for me was 8. x2 x4 and x16 are fine for me, really strange.
For mine if I set the games resolution to 1080 settings it does this but only on the first screen and in game play it doesn't affect anything. It looks cool to me so I just left it as is w
