For the past few days I haven't received a cracked cluster from the leveling roulette. I can't find anything on a change in the patch note, so is this a bug? Anyone else have this issue?

It's an Adventurer In Need bonus, so if your role isn't in need you don't get it
You also won't get it if your class is correct but your level isn't high enough.
I always got it with chars sub 70 when the role was correct
99.8% of the time it is tank that get it. Honestly i get so many just doing hunts it is no biggie
Have gotten them on my 60+ DRK doing sub-50 dungeons/trials via the Leveling Roulette. So your level has no bearing on if you get it or not. The Adventurer in Need changing while you're queuing does(not sure if it affects it if it changes while in the dungeon though).
Your level does have bearing. I think you only get the cracked cluster if you are level 60 or higher - at least it does not show up as a reward in the DF when I am on a job with lower level.
Are you sure about the Adventurer in Need changing thing? I have always got the Adventurer in Need bonus depending on what it was when I signed up, not on what it was later on. (When the AiN is DPS, that will change quickly.)
You have to be level 60+ and as such your level absolutely has a bearing on it.
Adventurer in Need can change - as long as you queue while you're in need you should almost always get a pop pretty quickly and receive the cluster.
There was one rare instance where it changed and both myself and my wife got a cluster at the same time (and in the same run.) That was incredibly bizarre and probably not working as intended. (Tank/Healer combo)
This however does suggest that you are right in that if it changes you still get your cluster. In this case, so did she because it changed TO healer FROM tank.
I think my original statement is self explanatory for my ability to confirm the AiN bonus.
And I may end up testing that theory this weekend regarding the level. I do have an alt that is going to be starting as a GLD...just need to actually log onto her to do so.
There's nothing to test. You don't get a cluster below level 60 - as multiple users have stated. Since you don't want to take our word for it - here's the official word:

If you enter the DR with a full premade party (all 4 slots are occupied) you also won't get a cluster even if you fulfill all the other requirements.
I just learned a thing. Literally now I understand roulettes much better now >.>' However that raises the question why is it always tank? One would think that healers would be equally if not in more need. I could be wrong of course but I'm always hearing how tanking is easier compared to healing (I personally can't stand it but to each their own)

I actually got a leveling roulette AIN bonus as DPS once - and this was recently enough that i got a cracked cluster for it. You see it on main scen and guildhest sometimes. Personally never seen on expert or 50/60 but i imagine its possible. The DF system supposedly looks at how many people of each role are qued, and assigns a bonus to the class in need to get things balanced. The system thinks it needs more tanks like 70+% of the time, healers 29+%, and DPS... i guess 0+%. When you ask why healer isnt equal with tank... well you answered that yourself. You cant stand tanking. A lot of people agree.
Refresh your roulette menu immediately before pushing register is all I can suggest, I'm guessing when the bonus occasionally changes the menu doesn't update during those few seconds between when you're reading the bonus and when you hit that register button.
