First, change the duration of Spear to 30s.
(It has a 20s duration when it was used for CD reduction, it's functioning more like Arrow/Balance now and I don't see why the duration couldn't be adjusted accordingly).
Second, make Sleeve Draw does not trigger CD on Draw

Dragoon Battle Litany (Crit bonus) is 20s, Bard Battle Voice is 20s (DH bonus). Spear is currently pretty fair for what it does. Bards and Monks love it.
I feel it's intentional to keep AST as the lowest personal DPS because of it's utility. Although its kind of a pain to do the whole story mobs on when all you have is a single DoT and up to Malefic III, and the cleric stance change to a short cool down. Things just took forever to die compared to other jobs. -

No to the sleeve draw one, since that'd mean a lot more cards (not that many really, just a figure of speech). And anyway, you should be using sleeve draw either when you have something in your spread or directly after using your card from Draw.
As for the spear one, I do agree simply for the sake of symmetry/consistency. All of the other card buffs are 30s, so having one still at 20 is kind of weird. And while it is true that expanded spear is similar to Battle Litany, it is still weaker than expanded arrow or balance, and is shorter. -

as a first time healer and AST, I don't think they need any buff, so far seems to play just fine, remember that the three healers have to balance each other... correct me if I'm wrong but AST are not know for dps but for the utilities it brings to the table I believe if you want more dps and still heal perhaps WHM would be a better choice, but this is all base on my opinion as you have the right to yours.

They stated time and again that DPS amounts have no effect on their healer balancing initiatives. Yoshi-P barley wants us to even dps at all.
I wouldn't mind a 10second increase to it but really the 20sec is just the same as all other crit buffs. -
