If your party contains players replaying an area prior to the weekly reset, the number of treasure coffers appearing upon completion will decrease. Furthermore, players will be ineligible for rewards from treasure coffers as well as Deltascape datalogs when replaying an area prior to the weekly reset.
ok so does that mean we get a datalog after every first time clear and and chance for loot from chest and if we dont get the loot we have to wait until reset or if we dont get loot we can grind it out like Deltascape normal until we get a loot drop?

It is the same as last expansion yes, you get 1 chance of loot + the token. If something drops your job cannot use you're out of luck till next week. Even if you do it again you are not eligible to roll on loot after completion if you already completed it that week (plus the rest of the group will get only 1 chest instead of 2)

This system is same since 2.0 except that tokens drop each week for each floor since 3.0 which makes the burden a bit weaker.

my next question is the max ilvl i can reach is 319 so i dont meet the 320 requirement for v3.0 and v4.0 savage. does that mean wont get the free token since i cant even enter the fight?

You still get the token as long as you haven't already cleared that week. However, if you enter any of the later fights, it will automatically flag you as having cleared all fights before it, which means you get nothing from those fights.
