Anyone by chance have a list of everything needed for the 70 unlock? I'm pretty sure it's a lot of the older raids and ex primals that are keeping it locked for me at the moment.

from your comment, check that you have all Alex regular, the 24 mans and EX trials up to SB cleared. If you are missing any of those you can't do mentor roulette.
It requires all dungeons, all guildhests, all trials except for the level 70 extremes and all normal mode raids. (coil is not included)
Also you need extreme primals thordan etc. and ofcourse every dungeon and old raid content, guild heists etc.

From 60->70 all you really need is Rav EX, Bis EX, Thordan EX, Seph EX, Nid EX, Sophia EX, and Zurvan EX. As well as the dungeons/HM trials released with Stormblood.

I think that list can be shortened of a greath length, because a lot of them are prerequisites for others ahead.
Just an example, to complete "Alexander - The Soul of the Creator" it is already implicit you have completed all and everyone of Alexander duties before.
Another example, you can remove all dungeon duties and trials that are mandatory for progress the main story and keep only the last one.
And, last but not least, I'd like to add that anything you can do today unsynced (talking aboout extreme duties) can be (imho) removed in toto, because you make the kill trashing any mechanics, so the player doesn't get any "mentor experience for guidance" from that ones.
