It's not broken.
They intentionally didn't mark their exact spawn point because the quest text mentions that they're hiding under the ground.
I just had to walk around the area near the spire and they popped.
I think walked over that spot completely 3 or 4 times, against the rocks and such, never had any luck with it.
Try this exact spot next time you log on it worked for me here.

Never had an issue personally. Just read what to do and the rough area to go and started hunting.
Remember the days when quests didn't have giant floating arrows and you had to actually, you know, go quest for the thing? Those were the days...
How dare you, are you implying that entitled snowflakes are incapable of hunting and completing quests unassisted as well as those that have, in the past, functioned solo on their own and completed difficult and complicated tasks solo....huh?
Well, be warned, some day they will put their puppy's back in their boxes and leave their safe spaces to explore the unknown world solo.....wait....

The issue isn't that it requires searching around, it's that the spot itself is both too small and seemingly unlikely in placement.
But please, let's fall back on nostalgic-tinged fallacies instead of taking a moment to figure out where the complaint actually lies.
I've completed every sidequest in SB, and this is the one that puzzled me the most. I dismissed it as bugged at first, but had success trying the spot mentioned 5 posts up. So every side quest is completable.
On one side I like quests that make you actually DO stuff. I liked secret world a LOT. .. on the other side putting a quest that makes you actually do stuff in the middle of a kabillion quests that DON'T is confusing and makes you think that one quest is bugged.
This quest is not impossible but is difficult to find the exact spot. I found the spot (that picture posted above shows it exactly) because i was jumping on that rock and fell off. I'll admit it was probably more luck than anything else, but like the quests that make special note that you have to pay attention to the text, this one should have a side note that the location will not be marked exactly.
