Trying to catch up in the MSQ (pretty far behind) and I had a 25 minute queue for the Chrysalis. Finally get one, we wipe ONCE, and it gets vote abandoned. Now I have to wait another 25+ minutes and pray we don't wipe.... this is beyond stupid

Using the Party Finder and finding a few people to do it unsycned should help with this. Yes playing a duty how it is intended can be interesting, but players tend to avoid that as much as possible unless they really need to.
I hate to break it to you, but most of us tend to despise Chrysalis. It's awful. However, as Kurando stated, try party finder (synced or unsynced) to find some crazy folks to join you in those MSQ. :D
I feel for newbies. Whenever I get the Chrysalis or The Steps of Trial there's people who either straight up leave, or vote abandon.
Both of these are super easy, people are just stupid and/or think the bonus is there because they deserve it. The bonus is there to incentive you to run old duties for not only old players, but new also.
If I was on your server I'd offer you my aid..
I love getting Chrysalis because inevitably someone loses it when I tell them to remember to rotate their balls.
Unfortunately you're likely going to have to PF it because so many people these days just abandon it if they cannot breeze through it. Much like Steps of Faith folks will give it one attempt and if it's not perfect and smooth they go elsewhere. Don't worry though, just remember to mention in the PF you've got a bonus and you'll probably see a ton of folks showing up for the tomes, gil, and Khloe seals.
Remove the Vote Abandon and someone will just demand to be kicked or leave straight away - as much as I feel for you and understand how much the situation sucks: Thats not a fix and Vote Abandon has to stay an option for those cases where its actually the only sensible solution.
Chrysalis is one of those instances where PUG's are just a nightmare. It's really easy, but it's also easy for idiots to ruin it for everyone. It's very frustrating.
Chrysalis isnt bad at all. Neither is Final Steps if people actually pay attention, even with a lot of first timers you should only wipe once or twice. Royal Menagarie is a good deal harder but it's still clearable with many newbies, my first run wiped only once.
Vote kick/abandon weren't always there, before they were added people would go offline or "afk" without saying a word.
Either way vote abandon works with a "majority wins", if the majority of the party doesn't want to be there after wiping why should they be forced to stay?

AFAIK, it takes 15 minutes in the duty for a vote abandon to even be able to be called...
I find it strangely impressive that they went 15 minutes before wiping....
Doesn't change the fact that there's people who still asks to be kicked. Just happened to me this weekend. I'm actually glad when they ask because I got grounds to report them. But I definitely prefer when they simply go offline, that way I can kick them without regrets or further trouble. But when they grief, oh god, I just can't take it and end up spending 60 minutes on a simple dun.
Also, kicking players doesn't automatically make everyone abandon. It's better to just kick a single player.
One one person leaves (kicked/left/etc), then the rest can leave without penalty. All someone would have to do is request a kick, it can pass due to the other people wanting out, then most of the party leaves anyway. It might be easier to just get it done in PF (even synced!)
That wont fix anything. Socializing, it is an mmo, will. I literally make friends by going up to tanks and asking them can I run content with them or if they'll help me. And it works. As others have said, Party Finder.
If the majority of the group wants to leave, who are you to stop them?
