how to get those item ? cant do the quest to promotion from Corporal to Sergeant Third Class w/o that item and I am not very sure how to get the item required (and why dont you say this damn thing in the patch note before I promote SE ?)

As Chardrizard said: talk to the npc, choose 'small talk' and you get it.

The promotion is what gets you the item, silly.

Correct. You gain your promotion after you buy the medal take and complete the quest and return to the hq.

Im at that same point but i dont have enough seals. and the only grand company quest available is kobold and beautiful for 700 seals. how do i get more seals?

There are Company Leves, which are literal levequests that you can get one at a time at certain places depending on your GC and award seals, and there are also caravan escort missions, I persoanlly have never done those so someone else can assist you there

you can also do supply (crafted items) and provisioning (gathered) missions, as expeditionary quests. with drops from dungeons or open world nm. All of these are obtanaible from the counter's right npc

Actually it doesn't. IIRC the promotion sends you on a small quest, and after that quest you get the item.
