We never did figure out what happened to Minfillia's father body.
At the end of 1.0 ul'dah prologue it was hinted the body was taken by someone and to this day no one know where it is.
Minfilia's father may be important to a future 4.X Main Scenario since we never did learn what information he was after as a double agent nor why would someone want his body.
I was just reading up on Erralig's Burial Chamber lore book a while ago and its said that it was built on top of the ruins of a civilization that predated Ul'dah. There's a new content that's called Lost Canals of Uznair, maybe that's where we can access it? Or maybe some other kind of content/ dungeon?
Either way, it's interesting that they'd open it back up again after all these years.
The level 60 Alchemist questline in Stormblood takes you there, I think that's what it's primarily for. Uznair is supposed to be the Stormblood equivalent of Aquapolis, so that's probably through Stormblood level maps.

It is a part of alchemist quest relating to Niellefresne. Did not know it was open outside quest.
Unless it's gated behind a closed door that you can only "enter" (get moved to new area) by interacting with the glowing lights, I don't think the game is able to shut people out of places on the main map.
Certainly using it as the staging point for reaper might make it a bit less puzzling for the average player, but at the same time we've been told that the job is not about the undead, so I'm not sure it would fit properly. Thematically yes, but lorewise maybe not.
