I would say we should expect a similar design, but it could go either way really.

Most likely we will see a similar design. The whole point of lvl 50 dungeons not giving xp, was to encourage people to run the leveling HW dungeons, to help people get through the story.
Not having exp in the 60 dungeons dissuades people from doing the roulette tho. Speaking from experience. Also the first dungeon of the Heavensward expansion wasn't until 52. So you were stuck either farming fates or doing Aurum Vale, on your 2nd and + jobs to get to that first HW dungeon since exp in the level 50 dungeons wasn't incorporated until much later.
I think you can expect this with all outdated content for a bit. POTD, Crafting Dailies / Leves and Dungeons not giving good exp for 60+ characters. As others have said it's intentional design to encourage players into the new dungeons. I wouldn't be surprised at all if they nerfed the 50 - 60 POTD EXP for a while.

50-60 is "old" content levels so I see no reason for that to be the case...now trying to use PoTD to level 60+? yeah, probably will not be worth the time and that is a good thing...we will be getting DDv2 hopefully sooner rather than later though which should work well for second class jobs from 60-70. I just hope FATES and (combat) LEVES in SB are actually worthwhile...please SE!

Yeah, looking back it was a dumb comment. Haha. Though I see DD more as a 'catch up' mechanic similar to crafting dailies. During the first half of expansion you have a lot doing the 'normal' leveling things like FATEs and dungeons, during second half? Eh. Not that many. So bring in DD which gives old players reasons to run 'leveling' content.
I think SE should look at Wildstar for Leves. Sure the game gets a lot of hate, but it's got so many good systems going for it. They have a board where you can select 3 'tasks'. Each task reward X points. Slot 1 being easy with lower points, slot 2 medium difficulty and points, slot 3 hard with larger points. Every x amount of points (Up too, let's say 1000) you get a reward of some description. So 200 points a low reward, 600 a medium, 1000 points a good reward. This would work well in XIV and its weekly reset and bring leves into play at endgame and introduce more solo friendly open world content.
PotD will most likely be used to level from 51-60. I cant imagine it would be used from 60-70. At least not until 4.0
