Why has this not happened. It seems so obvious, but yet they haven't done it. Is it licensing issues? Maybe they're waiting for a FFVIIR event.

FFVIIR is a possibility. The Buster Sword is already the LB1 and 2 for melee dps, so that could also be part of it.
Don't need it; we have Cloud's /vpose
and the strife gear (really the buster sword seems missing).
I'd be totally up for it if I can get Squall's revolver on PLD, Zidane's daggers on NIN, Kain's lance on DRG, Vincent's Cerberus on MCH, Yuna's staff on WHM etc. I'd love a final fantasy classics pack in the GC.
I've been using the i205 PvP weapon "Guillotine of the Fury." Closest I could find in terms of looks and accessibility.

Because it is already in the game, but not as a weapon, it's the graphic for the level 1 and 2 melee Limit Breaks 'Braver' and 'Blade Dance' (Braver naturally was Cloud's basic Limit Break in FFVII so it made sense to have the Buster Sword appear there).

Also remember that Limit Breaks have been in ARR since launch, where as DRK was only added in Heavensward and, given SE's reluctance to retcon fanservice gear that was a part of earlier events for new Jobs (aka, the FFXIII weapons), I don't see this happening I'm afraid.

Also as far as I'm aware there wouldn't be any licensing issues by using just about anything from any of the Final Fantasy games in FFXIV. Square owns it all. When it comes to other IP's I'm less sure but I think they own most of what they publish.

Because the gigantic swords we have already don't seem to be damaging enough. In this game, the bigger the weapon, the tankier you are.
On topic: No to this request, there are way more than enough FFVII references as is, not only the victory pose, but the /battlestance is Cloud's as well (last pose).
Which is an homage to Guts from berserk. A lot of Japanese 2h greatsword characters use Guts as their base line and expand from there. Auron from FFX even looks like Guts. What DRK really needs is Dragonslayer. Hell we've taken down so many in HW I'm surprised its not in game already.

I'd say adding the weapons is fine. It is perfect content for the gold saucer, and would give a lot of incentive for that content. If there were 15 classic FF weapons for 250k-500k each in the gold saucer, there would be a lot more to spend MGP on that people actually want, and it would liven up that content a lot more. This game is built on callbacks to previous final fantasies, and we have literally everything except weapons, (except FFXIII weapons). These things haven't done anything to harm immersion in the game, and would be a welcome (and popular) addition.
Considering that the "buster sword" in the LB is an orange aether based weapon, I'm pretty sure you could differentiate the two. Though i agree that something other than the buster sword would at least fit DARK better, due to cloud having different animations and the buster sword being a very peculiar shape that might not fit all of drks animations
I don't really care for it ingame. Mind you, I do like the sword but I'm not gonna be for or against it.

I'd like for it to be added. The fact that it's already used as part of the LB animation... means very little to me.
They'd have to redesign the animation for the melee LBs or it would be redundant, I feel. I'd rather just keep things as they are. Besides, DRK's battle stance holding it wrong would trigger the hell out of me.
You already have his outfit AND his motorcycle, that should be enough.

change bards and Mch so they shoot it out of the bow/gun not the cross bow
and Casters just cast it from there own book,staff and rapier
Seconding this idea of an LB1&2 rework, though I'd extend it to all classes, not just the DPS.
Also replace the PLD LB3, that thing is ugg.
Given that we got Cloud's motorcycle and a mini cloud in the first two fanfests, it could possibly be a fanfest 3 item. Though they'll probably go with an item all characters can use like another minion rather than a job exclusive weapon.
i could totally see it coming with a FF VII crossover though if they ever get around to finishing the FF VII remake.
Part of the reason we haven't seen it may also just be that the Gunbreaker job is more directly inspired by Squall and his gunblade than DRK is from Cloud. DRKs use massive swords, sure, and they have some animations from cloud as a reference, but really the job isn't inspired by Cloud specifically or FF VII in general, it just has some fanservice animations. Where as with Gunbreaker, we're getting Squall's default weapon as a CE bonus because the job was more directly inspired by FF VIII style gunblades specifically.
LB1 and LB2 rework for all jobs please. Same effect just job-specific animations. Let SAM keep Braver/Bladedance.
The formula could be:
Melee LB1: Single or Two-hit attack
Melee LB2: Multihit attack.
For DRG, LB1 could be High Jump, and LB2 could be Penta Thrust
For MNK, LB1 could be Dolphin Blow (basically a rising upppercut) and LB2 would be Raging Fists (staple multi punch MNK attack).
